Teacher Trainer/Data clerk National Contract (1 Post Maban)

The Teacher Trainer will be working closely with the Head-teacher of the school, County Education Department officials and other stakeholders as the link between SCI and the volunteer female teaching facilitators undergoing different school leadership and primary and ECCD teacher training related activities. He/She will be responsible for the delivery of quality professional teacher training related trainings which meet the South Sudan National Professional Standards, incorporating literacy and SEL skills, Teachers in Crisis Context (TiCC), Teacher Code of Conduct (TCoC), School Code of Conduct (SCoC) and other Education in Emergencies (EiE) related trainings.

He/she will ensure that activities follow up, joint lesson observations and support MEAL department in conducting baseline and end line assessments for female teaching facilitators and conduct continuous assessment on weekly basis and reported on competencies achieved. Where applicable depending on the time limit, The TT will support the PO in following up and ensuring that the time table is in place and is being adhered to, that the teacher pupil ratio is meeting the minimum requirements. As designated by the Education Coordinator, he/she will sit in the examinations taskforce for the Maban Unified Examinations and ensure all examinations are set, marking guides and examination scripts are marked and assessment results are compiled and shared in line with examinations schedules. The teacher trainer will be responsible for supporting and mentoring the volunteer teachers and school administrators and give professional guidance on lesson preparation. He/she will timely develop individual work plans and write and timely submit quality reports at different reporting intervals.

He/she Manage Education data management thus Create education data base for schools supported by the project, Collect education data in schools and enter in to data base, Analysis school enrolment and attendance of children, Keep records of school property supplied by the organization, Keep record of teachers and school governances (PTA/SMC) and Recording training data on excel sheet and update on weekly basis.

The teacher trainer will work closely with the Education Coordinator in establishing the teachers learning cycles, manage education data and support him to ensure all teaching and learning materials are available in the school or community reading centres(CRC) and that the school is meeting the minimum education quality benchmarks.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Recent teacher training experience at college/university level and must have undergone full teacher training course
  • Proficiency in computer skills (Microsoft word, spreadsheet, PowerPoint, internet).
  • Knowledge in education data management.
  • Experience of delivering training to adult groups
  • Proven experience of supporting and mentoring teachers and delivering teacher training sessions
  • Experience in teaching at primary school level
  • Good planning and organizing skills
  • Good communication and interpersonal skills; including spoken, written and reading fluency in Arabic and English.
  • Self-motivated and ability to work with little supervision

Under the supervision and technical support of the Chid Protection Coordinator, the Child Protection Data Enrty Cerk will give support in identifying, documenting and responding to child protection cases of vulnerable and at risk children to access basic services and receive other support as required. The Data Clerk will monitor, conduct case by case follow ups and facilitate the alternative care and referral process of unaccompanied and separated children. He/she will take lead in identification of cases for children with protection concerns using the national Child protection Information Management System (CPIMS) and FTR forms. This role will contribute towards Save the Children’s Child Protection strategic objective that ‘All girls and boys have increased access to child protection services and violence against children is reduced by 2021’ and towards Save the Children’s global breakthrough 2030 ‘Violence against children is no longer tolerated’. This is a challenging role in a complex environment. It requires a dedicated and highly motivated individual who can manage the difficulties of working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. Maintain highest standards of professional conduct and ensure actions do not put children at risks of further harm. Support the Child Protection coordinator and CP officers by conducting weekly supervision meetings with all caseworkers, providing technical advice on cases to caseworkers. Ensure that high and medium priority cases are followed up in the agreed time frame. Support individual cases when required and provide regular monitoring of all aspects of case management services (identification/registration, assessment, case planning, implementation, follow up/review, case closure/transfer)

QUALIFICATIONS AND EXPERIENCE

  • University degree in social sciences or relevant experience in social work, community development and working with children in Child Protection programme
  • 5 years Child Protection experience

Overview of position:

  • The incumbent is required to transport cargo in the form of both food & NFI in accordance to the procedures & normative guidelines, as establish by our client.

Under the direct supervision of the Logistics Officer the incumbent shall perform the following duties:

  • Perform identical duties as boat captains.
  • Comply with SOP’s for inland waterways transport & convoy our clients operations in South Sudan.
  • Provide leadership & guidance to the boats or barges under the convoy.
  • Provide oversight & supervision of all the functions & responsibilities of each boat / barge captain during the mission ensuring that they are adhered to, i.e. ensure that boat & barges contractors operated in compliance to internal rules, policies & guidelines along with applicable local laws. In this regard, the Convoy Leader will regulate the safe navigation of the boat / barges & the safety of all passengers & supplies / cargo.
  • The Convoy Leader will report any misbehaviour or threat to safety & security of the crew during movement.
  • Responsible for telecommunications & usage of HF & VHF radio & Thuraya communications to inform the Logistics Officer of progress & position on an hourly basis on highly unsecured locations.
  • Responsible for all security issues that may arise & always decide safest option for the convoy & use careful judgement to ensure safe passage.
  • In the event of breakdown or recovery, decide upon best course of action to recover the boat or barge in the safest & quickest manner without potential damage being caused by in this exercise.
  • Obtain administrative & logistical requirements for the mission, including & not limited to tasking order, travel authorization, crew list, waybills, adequate amount of fuel & oil plus 25% reserve, adequate amount of local currency for contingencies, adequate food & water supplies, camping supplies & accommodation arrangements.
  • Perform inspection of the boats & / or barges & ensure that they are in a good mechanical condition & to report any problems or defects to immediate supervisor.
  • Responsible to ensure that the cargo loaded at origin is safely transported to the destination free from contamination, losses or damage & held accountable for the same, will witness loading together with Tally Clerk, ensure signing & endorsing of waybill at destination.
  • Held responsible & accountable for boats & / or barges & any tools or equipment given to the crew (& signed for) & ensure that it remains in good condition.
  • Ensure that the boats & / or barges are loaded (metric tonnes / CBM) in accordance to the established payload & under no circumstances to exceed this limit.
  • Cargo must be loaded uniformly & equally distributed for safety reasons.
  • Undertake preloading inspection of the boats & / or barges, jointly with Field Office Logistics Officer at port of loading & ensure that commodities are covered with tarpaulin / waterproof sheet to avoid damage of food during transit.
  • The Convoy Leader has to ensure that cargo is being offloaded at the correct destination as per the waybills.
  • The Convoy Leader will only travel to authorised destination & only load authorised cargo, under no circumstance shall deviate from this unless authorised by immediate supervisor.
  • Paramount importance shall be fixed to comply with the following:
  • All passengers boarding the boat are well documented, that is, in possession of valid IDs & are authorized to be on the boat.
  • Deny unauthorized persons access to the boat while at port or while on transit.
  • No weapons, ammunitions & uniformed individuals are carried on the boat.
  • No hazardous materials (hazmat) such as combustible gaseous & liquid materials are carried on board when transporting passengers.
  • The boat display visibility implements, i.e. our clients flags are hoisted & their stickers are conspicuously displayed on both sides of the boat.
  • Report all incidents & serves as focal person during investigations of incidents involving the boat he is operating, or convoy s / he is leading.
  • Boats are operated only during hours that UN movements are allowed by the country SRM similar for road movements. No movements before 7:00 am & after 6:00 pm.
  • Consideration is to be taken to the vulnerability of indigenous boats to capsize when encountering water wake turbulence caused by larger boats.
  • Full power should only be employed during emergency situations to save lives, such as in the presence of an imminent armed threat, medical emergency, during rescue efforts & when towing another boat.
  • Boats maintain a safe distance of 200 – 300 meters to avoid water wake turbulence & as a measure against ambushes. At the same time, they maintain each one remains in sight with another boat in the convoy.
  • Submit voyage mission end report, including information related & not limited to daily narrative, check points report & any other accessibility constraints.
  • Will perform any other duties as requested by immediate supervisor.

Project reporting:

  • This role will work under the direct supervision of the Logistics Officer.

Key competencies:

  • Minimum of 5 years of demonstrable relevant transport experience & / or minimum of 3 years of demonstrable relevant waterway navigation experience.
  • Must be high school graduate.
  • English is essential.
  • Fluency in Arabic is desirable.
  • Required to verify that cargo is loaded, securely & safely, transported from origin to destination in a secure dry environment & duly received in a good sound condition at the receiving location.
  • Ensure that both loading / unloading times are kept to a minimum acceptable level & to report any abnormal waiting times.
  • At security checkpoints, the Convoy Leader will take the lead in ensuring cooperation at checkpoints. Upon approaching a security checkpoint, the lead boat should inform other boats in the convoy through prearranged signal or through VHF call. The Convoy Leader will inform the radio room in that situation. Another call to the radio room has to be made after passing the checkpoint.
  • The Convoy Leader report all incidents immediately to the radio room who will then immediately inform security. These incidents include & not limited to loss of propulsion, missing passenger, person thrown overboard, missing asset, collision, illness, injury, armed threat, intimidation, checkpoints, ambush, attempts of taxation or extortion, collision & tragedy at sea (including third party tragic river accidents), forceful introduction of firearms, ammunition, uniformed personnel & loss of communications.
  • Required to report on time for duty as per establish established working hours & sign the time sheet prepared for this purpose

Team management:

  • Will liaise & co-operate with all other employees & cooperating partners & will have Logistics Officer, Logistic Associate, Traffic Monitors reporting into them.

  • Ensure that the vehicle logbook is duly completed on a daily & timely basis free from errors to maintain good records.
  • Ensure that the vehicle is always fuelled on time & make sure that the fuel consumption figures are maintained within the established parameters as set by our client.
  • Responsible to ensure that the cargo loaded at origin is safely transported to the destination free from contamination, losses or damage & held accountable for the same, will witness loading together with the Tally Clerk & ensure signing & endorsing of waybill at destination.
  • Held responsible & accountable for vehicle & any tools or equipment given to the driver (& signed for) & ensure that it remains in good condition.

Performance criteria:

  • Ensure that established route turn around times (expressed in days / hours) & distances (expressed in kilometres) are within parameters set as well as respecting the established standard night out allowances, notwithstanding abnormal circumstances, such as security.
  • Fuel consumption figures maintained within parameters set.
  • Vehicle maintained in good mechanical condition, limited tyre wear free from any breakages in accordance to standards set by the organisation.
  • Cargo loaded, securely & safely, transported from origin to destination in a secure dry environment & duly received in a good sound condition at the receiving location.
  • Complete all vehicle administrative documents (vehicle log books, way bills) accurately, correctly & in turn, hand them over to Traffic Officer on a timely basis.
  • Required to report on time for duty as per establish established working hours & sign the time sheet prepared for this purpose.
  • Ensure that both loading / unloading times are kept to a minimum acceptable level & to report any abnormal waiting times.
  • Loss or damage of cargo, spares, tools or equipment as well as loss of fuel in the care of the employee shall be deducted from the salary based on CIF value or local market rate, whichever is prevailing.
  • Based on a quarterly performance evaluation, the salary payment grade shall be adjusted accordingly for the new quarter.

Project reporting:

  • This role will work under the direct supervision of the Traffic Officer & will liaise & cooperate with all other client employees & cooperating partners.

Team management:

Geographical experience:

  • Minimum of 5 year of experience in Africa (desirable).

Languages:

  • Fluency in English is essential.
