Director of Programme Operations

As a key member of the Senior Management Team, the Director of Program Operations shares in the overall responsibility for the direction and coordination of the Country Office. In order to be successful you will bring/have:

Essential

  • Substantial management experience in an NGO environment, including significant field operations experience running both emergency and development programs

  • Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure

  • A very good understanding and working knowledge of at least 3 of the sectoral programs priorities of the Country Office

  • Substantial experience in logistics/supply chain including procurement

  • Significant knowledge of international humanitarian systems, institutions and donors (including OFDA, DFID, UNICEF, WFP, WHO, UNHCR, OCHA, ECHO) and of procedures, accountability frameworks and best practices in emergency management

  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors

  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results

  • Ability to analyse information, evaluate options and to think and plan strategically

  • An in-depth understanding of national and international development issues in particular in relation to children

  • Previous experience of managing and developing a diverse team and the ability to lead, motivate and develop others

  • Demonstrated credibility with colleagues and stakeholders at all levels of an organization

  • Excellent interpersonal, communication and presentation skills

  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies

Child Protection Coordinator National Contract :(Bor)

Under the supervision and technical support of the Chid Protection Program Manager, the Child Protection Program Manager will provide technical guidance to program staff and supervise the overall implementation of the project in the program location. Child Protection Coordinator National Contract: (Akobo West – Walgak)

Set up/support and monitor Child Protection Help Desks to identify, support and refer children with protection concerns.

JOB PURPOSE:

To implement civilian protection and violence-prevention programming for those affected by the crisis/violent conflict in South Sudan.

ABOUT US

Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath. NP implements programming through the deployment of civilian protection teams to the field. NP is continuing to scale up to meet the growing needs in the communities we serve. In South Sudan, NP has a mobile protection response team and 11 field teams providing emergency protection programme for communities affected by violent conflict. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection and inter-communal violence reduction.

ABOUT YOU

Experienced International Protection Officer to implement community-based violence reduction and prevention programming in various locations in South Sudan, in the context of an on-going civil conflict and extremely high levels of displacement. You will be a person with a genuine commitment to working at the community level, to promote Human rights someone who is skilled at building trusting relationships in an extremely polarized political climate. You are not deterred by the complexity of conflict; you are able to analyse conflict dynamics; you are motivated and unendingly persistent in finding and implementing protection and prevention strategies. You will be responsible for working together with other international and national colleagues to directly implement the project and to participate in reporting and documentation. You are comfortable living and working in a remote, physically demanding environment, living full-time in a shared compound environment while enjoying a simple diet.

The successful candidate combines creativity, innovation and demonstrated knowledge of protection, conflict prevention and peacebuilding. S/he is experienced and skilled at converting protection, violence reduction and conflict analysis theory into practical, locally appropriate solutions that effectively increases safety and security of civilians affected by violent conflict. KEY OBJECTIVES/RESPONSIBILITIES:

  • Provide protective presence and accompaniment to vulnerable groups and persons with specific needs, with particular focus on improving child protection and combating gender-based violence.
  • Assess security risks and implement mitigation strategies for both host and IDP communities.
  • Continuously monitor conflict situation in order to track conflict trends and identify protection needs.
  • Work and live within conflict affected communities to build trust, to establish deep contextual understanding and to effect nonpartisan position

QUALIFICATIONS AND COMPETENCIES:

Education, Knowledge and Experience

  • 3 -5 years’ work experience in human security, child or civilian protection.
  • Demonstrated successful experience in working in complex security environments
  • Demonstrated experience working with state authorities, negotiation and mediation
  • Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations
  • Demonstrated ability to analyse conflict, security and political contexts
  • Post secondary education in law, human rights, international human rights law, international humanitarian law, negotiation, mediation, human security or related, or equivalent experience

In South Sudan, NP has 15 field teams providing thematically focused protection programming in direct protection, child protection, women peace and security, and social cohesion. The expansion of NP program in South Sudan would require a qualified Senior Programme Manager (SPM) who would be in charge of Project Cycle Management of all projects run in South Sudan. This requires high level of PCM experience.

The Senior Programme Manager should be able to provide strategic overview and scrutiny utilizing leadership and management skills and understanding of projects and programmes maturity, and complementarity. The SPM should be able to understand the wider objectives of Unarmed Civilian Protection (UCP) programme and have credibility with the environment and be able to influence others.

The Senior Programme Manager at this level would be expected to oversee a multiple project with mid-level risk or complexity. The project would rely on a number of external partners for its successful delivery, managing tight timeline with some flexibility.

ABOUT YOU

The SPM provides leadership in the design and delivery of NP programme, including mobilization and stewardship of resources and program quality and accountability, while upholding the principles outlined in the Core Humanitarian Standards. The SPM is responsible for the quality of programme delivery, the development of in-country expertise in each UCP Project, as well supporting the capacity development of both national and international staff. S/he establishes clear communications and direction for all programme staff, participates actively in program development, management, coordination, and strategy meetings with other members of the senior management team. The SPM actively engages with partners and stakeholders affect NP’s projects at national level.

The successful candidate combines creativity, innovation and demonstrated knowledge of protection, conflict prevention leadership and peacebuilding. S/he is experienced and skilled at converting protection, violence reduction and conflict analysis theory into practical, locally appropriate solutions that effectively increases safety and security of civilians affected by violent conflict. S/he has excellent interpersonal skills and flair for connecting and building trust with people from a wide variety of backgrounds.   • Programme strategy development (30%)

Lead on overall programme strategy development through consultations with technical leads and country leadership staff to support strategic growth. Remain informed of humanitarian response and funding trends in country, and provide regular updates on these trends.

  • Management of Programme Team (30%)

Manage NP’s programme staff and ensure that all staff have relevant work plan, job description and that performance reviews take place. Ensure that NP’s management principles are disseminated and adequately applied.Ensure that NP policies and procedures are implemented.

  • Programme development, contribution (15%)

Lead on programme development with colleagues in country program to identify funding opportunities and develop competitive, responsive proposals that are in line with country strategy and compliant with donors. Ensure that all internal and external reports are provided in a timely fashion in collaboration with relevant staff.

  • Finance and administration (15%)

Coordinate with NP’s support services and Program Development to ensure that budgets are designed in accordance with needs. Ensure that expenditure are planned and properly managed through regular budget reviews, BVAs, flag out any under or over spending and propose corrective measures.

  • Representation (10%)

Attend coordination meeting in coordination with Director of Programs; with Government partners, regional and local authorities; donors; national level working groups, Protection cluster local agencies etc. at all levels of project implementation as required.

Experience and technical competencies

  • At least 7 years of international experience in an INGO Senior Management Position, with at least 5 years of experience in complex emergencies
  • At least 4 years management experience in large scale programmes

Supply Chain Officer- Asset National Contract

MHPSS Officer National Contract:

The MHPSS Officer is a member of Save the Children’s (SC) team in Abyei, South Sudan. SC currently runs a health and nutrition response in Abyei. Furthermore, SC is an experienced emergency responder with interventions tackling disease outbreaks, including measles and Ebola Virus Disease, and meeting the multi-sector needs of flood-affected populations. COVID-19 related MHPSS issues include: stigma and discrimination ascribed to COVID-19 affected individuals, including frontline workers; increased levels of stress and anxiety; rumors and myths about the disease; interrupted access to services for people with pre-existing mental health conditions or those with new acute presentations; compromised functioning of existing referral pathways; and increased barriers to services accessibility especially for vulnerable groups such as children with disabilities, older persons, women and other vulnerable adults, and increase in sexual and gender based violence (SGBV) as a consequence of restricted movement, confinement, and loss of livelihood opportunities, among others. The mental health and psychosocial support component of the response in Abyei will provide support to COVID-19 community-based initiatives such as awareness raising and community mobilizations for child protection/MHPSS services and continuation of services in areas of case management, Infection Prevention and Control (IPC) and Risk Communication and Community Engagement (RCCE). Under the supervision of the Assistant Programme Manager with technical support from the MHPSS Specialist, the post holder will build capacity for the integration of MHPSS services within the various sectors of SC activity and support provision of direct MHPSS services for individuals with high PSS needs. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
