Background

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID). HPF3 merges two previous health programmes – Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

Montrose has been directly supporting the Government of South Sudan to improve health care across eight states since 2012. The South Sudan Health Pooled Fund is used to ensure the delivery of health care and hospital referral services in 8 out of South Sudan’s 10 states.

The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality), and has the following five principal outputs:

  • Output 1: Delivery and increased availability/ readiness of quality health services at facilities.
  • Output 2: Community level interventions that increase awareness, prevention, and treatment of common conditions.
  • Output 3: Availability of safe, effective, and quality essential medicines and supplies.
  • Output 4: Stable health systems that enhance accountability and responsive to the needs of the people.
  • Output 5: Funds and processes that are efficient, effective, inclusive and offer value for money.

To attain these outcomes, the HPF3 team is responsible for:

  • Effective programme management, including robust risk management
  • Ensuring continuity of and support to service delivery, with a focus on improving quality
  • Specialist technical assistance covering health service delivery, community engagement, nutrition, health planning, information, and HRH.
  • Procurement and supply chain management of essential medical commodities
  • Management of the Implementing Partner fund
  • Management of fiduciary risk associated with use of donor funds.women, under- fives, and neonates). The Consultant will estimate lives saved based on HPF3 interventions (i.e., Maternal, Child, New-born health and Nutrition)

Using FCDO recommended LiST Tool the consultant will use available data such as South Sudan Household Surveys, Lot Quality Assurance Sampling (LQAS), MICS, DHIS2 etc. To model the LiST tool data for HPF 3 log frame outcome indicator No 4 – Lives Saved (disaggregated by women, pregnant women, under- fives, and neonates). The Consultant will estimate lives saved based on HPF3 interventions (i.e., Maternal, Child, New-born health and Nutrition)

  • Customise the Spectrum Software (LiST Tool) to include HPF3 programme implementation areas such as State and County level.
  • The consultant will train HPF MEL team to be able to conduct the analysis and write a comprehensive report.
  • Review the data elements used in the LiST Tool (Spectrum Version 6.0. or the latest version) with the current data collected, and developed a data collection tool as may be required.

Purpose of the Consultancy

The consultant will model the LiST tool to be used for estimation of lives saved through health interventions (i.e., Maternal, Child, New-born health and Nutrition) implemented through HPF3 programme. The consultant will also train and support the HPF MEL team to be able to estimate the impact of coverage change on mortality in South Sudan with specific focus on HPF3 programme Intervention areas. See sections on Specific Roles and Responsibilities of the Consultant and Deliverables below.

Specific Roles and Responsibilities of the Consultant

The following are the specific roles and responsibilities of the Consultant for the work:

  • Review available data collected within the HPF3 programme and align with the LiST tool data requirements
  • Developed a data collection tool(s) for the required data for estimation of live saved as per the LIST tool
  • Customised LiST Tool and support the MEL team to be able to customise based on the FCDO reporting requirements such as state and county.
  • Support and train HPF MEL team to be competent to use the LiST Tool for future programme reporting so that they are equipped with knowledge and skills to conduct analysis using the LiST tool.
    • Prepare Training TOR in conjunction with MEL team, for the training using HPF training ToR template.
    • Facilitate the training to ensure the objectives highlighted in the ToR are accomplished.
    • Build in-house capacity for using LiST to integrate LiST into internal workflows among the programme staff
  • Estimate live saved using the specific intervention under HPF programme and provide related narrative. The model will include but not limited to:
    • Calculate cause specific mortality based on intervention coverage changes, intervention ineffectiveness etc.
    • Estimation of impact of scaling up interventions on maternal, child and neonatal health and nutrition
    • Model and perform intervention costing for the programme
    • Model changes in commodity distribution and coverage
    • Other relevant estimations for the programme

Provide technical support where required. This will be hours spread across several days.

Requirements

  • Masters degree or equivalent in public health, international development, statistics, epidemiology or equivalent
  • Experience implementing the Lives Saved Tool (LiST) in large, complex programmes
  • Ability to work well both individually and as part of a team
  • Excellent written English with experience of report writing for international development partners
  • Experience of working on FCDO-funded programmes
  • Experience and understanding of the South Sudan context
  • Strong time management, organisational and communication skills, and exceptional attention to detail
  • Excellent problem-solving skills, with the experience of seeking creative ways to overcome complex problems
  • Microsoft Office proficiency (Word, Excel, PowerPoint, Outlook, SharePoint)

Role & Responsibilities

Oversee the provision of the logistical support for the programme. The Logistics Manager is responsible for ensuring an effective supply chain is in place at all times, and that standard logistics and related administrative systems are established and implemented within Medair country programmes. Key Activity Areas

Logistics Management – Supply chain

  • Ensure proper supply chain management practices and procedures are in place and maintained. To include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet, equipment and facilities.
  • Share information on the assessments and proposed interventions, provide overviews of logistics requirements for the development of project proposals and subsequent projects. Engage with key staff to ensure project planning and budgeting incorporates adequate funding for logistics capacity and resources.
  • Manage the procurement process in an efficient and cost-effective manner. Provide planning support and advice to project managers and others making procurement requests, identify optimum supply routes, and maintain continuous overview of supply needs by providing updated procurement and fulfilment plans. Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
  • Locate and negotiate contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations ensuring proper record keeping for the receipt, storage and issuing of items, physical inventory checks, storage conditions, security and facility maintenance. Conduct periodic ‘spot checks’ and put systems in place to increase stock reliability and reduce shrinkage through damage, loss or theft.
  • Ensure transportation of freight by land, sea and air; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Capture pipeline information, and coordinate the management of the supply chain ensuring regular transmission of order status, stock levels and shipment status to project and logistics staff.
  • Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes, and submit logistics reports to the in-country management team, and GSO logistics pursuant with Medair policies.

Logistics Management – Resources

  • Ensure the management of vehicle fleets is in line with Medair standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to.
  • Supervise all types of equipment and assets including communication, IT and power, to ensure that equipment are managed diligently, operated in the most cost efficient manner. Management of equipment will include procurement, registration, allocation, tracking, maintenance, repair, replacement, reporting, and training, authorisation, supervision and co-ordination to ensure optimum availability, & accountability. Ensure usage of fuel is correctly supervised, and recorded.
  • Support the proper management of existing field bases, establishment of new ones and closing of existing. Liaise with the landlord(s) to ensure proper maintenance and optimum availability of facilities and utilities. Implement and update logistics aspects of security plan to ensure resources and facilities are ready at all times for either hibernation or evacuation.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization, notably through the application of Medair’s mandate, ethics and values.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organize, and schedule distribution of goods and material.

Financial management

  • Compile and validate the logistics component of all base and project budgets.
  • Ensure good communication and cooperation between the Logistics and Finance departments.
  • Ensure Logistics staff are well aware of and adhere to applicable Finance procedures.

Staff Management

  • Manage staff with integrity and foresight, to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc.
  • Ensure that all logistics and programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching. Provide cross training to project managers and other staff on warehouse and supply chain procedures.

Quality Management

  • Promote and use the Medair file storing and sharing systems, ensuring that all guidelines are used.
  • Develop and implement systems to improve transparency. Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work.
  • Ensure projects are supported in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc.

Delegated Responsibilities

  • Responsible for the development, implementation and roll-out of the Logs related modules of D365 in the South Sudan Country Programme, in consultation with the Medair global D365 project team.

Qualifications

Summary

Under the direct line management of DCD Operations, the SC& manager shall follow RI procedures to ensure timely implementation of operations activities. This includes Planning, Procurement, Asset management, Warehouse & inventory management, Transport Distribution and compound management. Together with program managers ensures timely implementation of programs activities. This specific role also requires highly motivated person with excellent working knowledge of supply chain & logistics aspects in resolving operational critical challenges as they arise in an emergency setup.

Essential Position Responsibilities and Duties

• Deputizes DCD Operations in ensuring operational policies and SOP’s are complied with.

• Reviews files and operations periodic reports to ensure accuracy and timely submission to DCD operations.

• Leads on procurements of open tender thresholds in accordance with the approval matrix.

• In consultation with DCD operations participates in identifying gaps, conducts capacity building of operations team at field level and follows to ensure correct use of tools in an accountable manner.

• Works closely with program managers to ensure their requests are submitted on time and deliveries are also submitted within the schedule.

Warehouse Management

• Lead to ensures accountability for stocks through required periodic reporting (i.e weekly, Monthly, bi-annually and Annually) and ensure stock are well supported by applying required stock management tools in accordance with RI stock management procedures.

• Ensure staff in charge of stocks control are adequately trained and capacity build on good warehousing standards and accountability

• Ensures good warehousing & inventory management systems are implemented and storage facilities are up the standards as per RI warehousing guidelines.

Assets Management

• Supervises assets verification process in all facilities to determine existence, condition and ensure accurate updated asset register in accordance to RI asset management policies.

• Follows to ensure accountability, documentation and handover paperwork are correctly done ( I.e. Donation certificates and/or asset transfer certificates )

• Ensure that staff in charge of assets control are adequately trained and capacity build on good assets/equipment management standards and accountability.

Fleet Management

• Leads in the enforcement of optimum fleet management procedures and follows through to ensure available fleet is well documented and utilization is planned for in an effective/efficient manner.

Overall purpose of the role:

The MEAL Manager will work closely with the Head of Programmes (HoP) to strengthen DRC South Sudan’s monitoring, evaluation, learning, and accountability systems. S/he will lead and support the continuing development and implementation of effective monitoring, evaluation, learning and accountability systems within the country programme as a whole and its individual projects. S/ He will provide technical leadership to the MEAL Unit in Juba and MEAL staff in the field offices and ensure that DRC and industry standards are met

Responsibilities

Monitoring and Evaluation

The MEAL Manager position is responsible for advising on all aspects of Monitoring and Evaluation implementation, which includes:

  • Designing and implementation of Projects/Country MEAL Plan and comprehensive toolkit that can be applied to all relevant projects with minimal adjustments.
  • Oversee and improve the indicator performance tracking system in order to ensure the projects are on track, share the analysis of overall progress and performance of all projects Country Management Team/Area Managers and follow up on action points with Area Managers.
  • Implement DRC’s global evaluation policy, and provide leadership to external and internal evaluations of projects as per MELMOP Criteria (DRC/DDG global internal MEAL system), document lessons learnt and management responses and ensuring that the recommendations are reflected in ongoing and new projects design.
  • Provide technical support in design of qualitative and quantitative tools, collection of data in field locations including internal projects evaluation, post distribution monitoring, post relocation assessment/survey, data analysis and relevant information management systems in a timely manner.
  • Generate high quality, evidence-based evaluation reports, assessment reports and lesson learning notes and technical review of the donor reports to reflect MEAL findings.
  • Conduct CHS surveys, prepare report and disseminate the findings to CMT.
  • Support in proposal writing through MEAL strategy/MEAL Plans for the projects and in particular drafting of the Log frames.
  • Represent DRC MEAL at relevant donor and inter-agency meetings.

Accountability

  • Periodic review of the Feedback and Complaints and Response Mechanism (F-CRM) to improve the design in light of the current contexts/incidents.
  • Design and rollout F-CRM in selected places on pilot basis and secure the resources through different projects to replicate the F-CRM in all DRC South Sudan field bases.
  • Develop and coordinate the DRC South Sudan’s Humanitarian Accountability Framework and all related Core Humanitarian Standards (CHS) implementation with relevant departments/sectors to ensure that all CHS Compliance outputs and procedures are in harmony with DRCs programs and with DRC/DDG as a broader organization.

Learning and Program Quality

In light of the above responsibilities under Monitoring, Evaluation, Accountability & Learning the position has the following responsibilities in order to ensure the quality of both programs and operations.

  • Put in place a system for collecting and sharing lessons learnt within and across projects and area offices. Ensure lessons learnt meetings are conducted at the end of projects in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Support DRC’s aim for further strengthened integrated programming and actively propose ways of achieving this using MEAL findings.
  • Provide capacity building to Project Managers, Coordinators and MEAL staff in key areas of project planning, M&E, Accountability, Qualitative and Quantitative research techniques and analysis.
  • Technical management of MEAL team, creating a suitable MEAL structure across all areas and the Country Office to ensure adequate MEAL support.
  • Maintain and improve the indicator performance tracking system and coordinate with Area Managers, technical coordinators and other relevant departments in order to ensure that all projects are on track.
  • Support in the process of Result Contract (RC) monitoring and reporting on a quarterly basis.
  • Consolidate and support documentation of lessons learned, ensure that it’s included in all new project development and annual planning processes.
  • Ensure Gender Age and Diversity indicators are included in all projects and programs and ensure disaggregated analysis of indicators in all projects, programs and research products.

Staff management

  • Direct line management of MEAL team in based in Juba.
  • Ensure staff performance plans and evaluations are conducted on a regular basis.
  • Provide technical support to field-based MEAL staff with a view to ensure coherence in data collection and analysis to support programme development and quality.

About you

To be successful in this role we expect the following experience and technical competencies:

  • At least 7 years work experience in in the MEAL sector and minimum of 3 years international assignments in similar contexts.
  • Previous, senior experience in project cycle management and MEAL in the spectrums of development and humanitarian contexts, preferably with an International NGO
  • The ability to manage own and teams work, and using own initiative to solve problems whilst working flexibly on multiple demands without losing sight of strategic objective
  • Proven strategic, and implementation ability with strong conceptual and analytical skills
  • Practical progressive experience in data base development, designing data collection, analysis and reporting tools using appropriate software systems (SPSS, Sphinx, EPI INFO, ACCESS).

Chemonics International seeks an experienced Chief of Party for the anticipated four-year, USAID-funded Resilience through Agriculture in South Sudan Activity. This project aims to strengthen resilience to cope with, and adapt to, shocks for targeted food insecure communities across thirteen counties in Eastern Equatoria, Jonglei, Upper Nile, Unity, and Western Bahr el Ghazal States by improving gender-responsive food production, market-based distribution, and household nutrition. The Chief of Party (COP) will be responsible for the management, technical implementation, and oversight of the project. The position is contingent upon contract award. Responsibilities include:

  • Provide overall vision and technical direction for the implementation of project activities, ensuring that the intended project impact is accomplished
  • Serve as the project’s primary liaison with USAID on day-to-day implementation and technical matters
  • Facilitate communication and close coordination with all stakeholders of the activity including international and regional partners, and host-country government officials
  • Supervise core project staff and ensure technical assistance team is achieving results as outlined in the work plan
  • Ensure compliance with USAID regulation and Chemonics policies
  • Contribute to the design of project monitoring and evaluation systems

Qualifications:

  • A graduate degree or higher in the field of management, international development, or a related technical field
  • Minimum 10 years of relevant, senior-level professional experience in international development
  • At least 5 years’ experience managing conflict-sensitive, market systems-based agriculture development, food security, and/or resilience projects
  • Prior experience supervising long-term local staff and short-term U.S., third county, and local consultants
  • Proven ability to build relationships and work effectively with government representatives and key stakeholders
  • Extensive project management leadership experience, including human resources, procurement, subcontracts, grants, and accounting/finance
  • Extensive project management leadership experience, including applying collaborating, learning, and adapting (CLA) principles, knowledge management and communications, and monitoring, evaluation, and learning, including documenting project performance; evaluating subcontractor and grantee activities, and providing overall operational direction
  • Chief of Party experience with USAID project preferred
  • Experience working in South Sudan and/ or other conflict states preferred
  • Experience employing adaptive and flexible implementation approaches and scenario-planning in fragile operating contexts preferred
  • Strong interpersonal and oral/written communication skills
  • Demonstrated leadership, versatility, and integrity
  • Ability to relocate to Juba, South Sudan
  • Fluency in written and oral English
