  • Role & Responsibilities

Oversee the provision of the logistical support for the programme. The Logistics Manager is responsible for ensuring an effective supply chain is in place at all times, and that standard logistics and related administrative systems are established and implemented within Medair country programmes. The role provides strategic direction, management and evaluation of all aspects of logistics, ensuring relevant information; reporting and accountability requirements are met. The Logistics Manager also plays an important role in external representation, legal compliance, team leadership and capacity building of logistics staff.

Project Overview

Multi-sector relief and rehabilitation programme including: provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Workplace & Conditions

Field based position in Juba, South Sudan. Working and living conditions may be very different to that previously experienced.

Key Activity Areas

Logistics Management – Supply chain

  • Ensure proper supply chain management practices and procedures are in place and maintained. To include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet, equipment and facilities.
  • Share information on the assessments and proposed interventions, provide overviews of logistics requirements for the development of project proposals and subsequent projects. Engage with key staff to ensure project planning and budgeting incorporates adequate funding for logistics capacity and resources.
  • Manage the procurement process in an efficient and cost-effective manner. Provide planning support and advice to project managers and others making procurement requests, identify optimum supply routes, and maintain continuous overview of supply needs by providing updated procurement and fulfilment plans. Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
  • Locate and negotiate contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations ensuring proper record keeping for the receipt, storage and issuing of items, physical inventory checks, storage conditions, security and facility maintenance. Conduct periodic ‘spot checks’ and put systems in place to increase stock reliability and reduce shrinkage through damage, loss or theft.
  • Ensure transportation of freight by land, sea and air; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Capture pipeline information, and coordinate the management of the supply chain ensuring regular transmission of order status, stock levels and shipment status to project and logistics staff.
  • Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes, and submit logistics reports to the in-country management team, and GSO logistics pursuant with Medair policies.

Logistics Management – Resources

  • Ensure the management of vehicle fleets is in line with Medair standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to.
  • Supervise all types of equipment and assets including communication, IT and power, to ensure that equipment are managed diligently, operated in the most cost efficient manner. Management of equipment will include procurement, registration, allocation, tracking, maintenance, repair, replacement, reporting, and training, authorization, supervision and co-ordination to ensure optimum availability, & accountability. Ensure usage of fuel is correctly supervised, and recorded.
  • Support the proper management of existing field bases, establishment of new ones and closing of existing. Liaise with the landlord(s) to ensure proper maintenance and optimum availability of facilities and utilities. Implement and update logistics aspects of security plan to ensure resources and facilities are ready at all times for either hibernation or evacuation.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization, notably through the application of Medair’s mandate, ethics and values.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organize, and schedule distribution of goods and material.

Financial management

  • Compile and validate the logistics component of all base and project budgets.
  • Ensure good communication and cooperation between the Logistics and Finance departments.
  • Ensure Logistics staff are well aware of and adhere to applicable Finance procedures.

Staff Management

  • Manage staff with integrity and foresight, to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc.
  • Ensure that all logistics and programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching. Provide cross training to project managers and other staff on warehouse and supply chain procedures.

Quality Management

  • Promote and use the Medair file storing and sharing systems, ensuring that all guidelines are used.
  • Develop and implement systems to improve transparency. Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work.
  • Ensure projects are supported in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc.

Delegated Responsibilities

  • Responsible for the development, implementation and roll-out of the Logs related modules of D365 in the South Sudan Country Programme, in consultation with the Medair global D365 project team.

Qualifications

  • Professional qualification in logistics/ training in Supply Chain Management, Business Management or related field.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • Minimum 4 years relevant logistics and management experience in emergency and/or development context.
  • Experience of budget management and the ability to prepare timely, complete and accurate financial reports.
  • Experience working in a cross-cultural setting, preferably in the logistics sector.
  • Demonstrable knowledge of rules, regulations and donor policies governing the compliance/regulatory management of procurement rules from US, EU, UN and other agencies.
  • Ability to communicate effectively with programme teams and be able to represent Medair with UN organizations, other international NGO’s and local authorities world-wide. Technical understanding of mechanical equipment.

Background

Job Purpose:

With UNFPA Representative’s guidance, the HEC will undertake the leadership role of the the Humanitarian Response Unit (HRU) in the CO, and whenever feasible at the state-level field support units. The HEC will substantively contribute to the management of UNFPA activities in the areas of reproductive health and prevention and response to HIV and gender-based violence in humanitarian settings. Acting as an advisor, the HEC will proactively provide the Representative and Deputy Representative with information on programme progress and achieved results of UNFPA- humanitarian program implementation, and provides innovative approaches for the synchronization of humanitarian and early recovery/development programme activities along the Humanitarian-Development-Peace continuum. You would be responsible for:

Programme leadership, strategic direction, coordination and management:

  1. Represent UNFPA within the overall cluster system (Health, Intersectoral Working Group and others) and, where requested by CO senior management, represent UNFPA at the UN Humanitarian Country Team (UN HCT), and other related activities;

  2. Advocate for, and contribute to strengthening the multi-sectoral inter-agency coordinated approach to prevent, and respond to GBV among all partners working at complex emergency areas, and backstop GBV sub cluster on GBV sub-cluster functions and other related issues and programme activities;

  3. Manage the HRU in South Sudan Country Office in line with the country programme on SRH and GBV, and oversee UNFPA’s Humanitarian Program and Coordination unit’s functionality in the flashpoint States including supervising staff within the humanitarian unit

  4. Introduce the concept and practical application of the emergency preparedness and contingency planning throughout South Sudan;

Ensure the integration of all emergency response activities, whether related to recurrent natural disasters, humanitarian crisis or conflicts into the regular Country Office programming; as well as institute quality programme along the triple nexus continuum in liaison with the RCO and other AFPs

  6. Participate as appropriate in some of the major UNDAF/CP/CPAP/AWP development/review processes.

  7. Provide technical assistance in humanitarian programming to all coordination hubs and partners working in the states;

  8. Support adoption of results-based programming and problem-solving approaches for an effective programme management, and for efficient program implementation and service delivery along with the establishment of monitoring/evaluation systems;

  9. Lead the HRU in strategic planning exercises, and act as a resource person for the development of relevant strategic approaches in addressing priorities, identified gaps/ challenges in the context of the prevailing humanitarian situation in the Sudan;

  12. Participate in Health Cluster meetings and activities, and provide updates on RH in emergency work and functionality at the field level, as well as contributing to gap/challenges analysis and identifying priorities for the Health Cluster.

Partnership, advocacy and evidence and knowledge development:

  1. Participate in joint assessments/ strategic planning relevant to humanitarian response in South Sudan States; undertake field missions to flash States and regularly meet with RH partners on the ground;
  2. Ensure evidence-based programming by supporting RH and GBV needs assessments as well as other studies/surveys, such as KAP survey among the affected population and host communities;
  3. Prepare strategic documents, including recommendations to the CO and UNFPA Headquarters; contribute to the documentation of best practices and approaches for UNFPA’s knowledge sharing and communication within the UN system and with external partners on RH and GBV in conflict and post-conflict situations.

Resource management and mobilization

  1. Take the leadership in the development of proposals for the Common Humanitarian Fund (CHF); contribute to the mid-year reviews and year-end reviews of CHF funded proposals under Health Sector/ Cluster;
  2. Participate and contribute to the development of the Consolidated Appeal Process (CAP) along its different stages from planning to reporting; and ensure that activities on prevention of, and response to RH programming are integrated into humanitarian response; and contribute to the mid-year review and year-end review of Health Sector/ Cluster plan’s implementation under UN Work Plan (CAP)
  3.   4. Participate in fundraising effort and resource mobilization for humanitarian programming and support CO staff to draft proposals in accordance to the resource mobilization plan

Qualifications and Experience **

  1. Advanced University degree in Public Health, with background in Medical or relevant Health sciences;
  2. 7 years of relevant professional experiences in humanitarian technical assistance, programming and management in reproductive health, public health and GBV/Gender;
  3. Strong experience working in complex emergencies, including conflict settings for IDPs and refugees, especially in East Africa is a plus.
  4. Strong experience delivering results through partnerships.
  5. Proficiency in current office software applications;

THESO has been working in South Sudan since mid 2008, and currently runs 4 field programme offices across Africa. THESO strategic plan (2021 – 2025) includes expansion of its programme to other countries, deepen its working relationship with host governments and partners at all levels, develop a gradual exit strategy to allow the smooth transfer of specific facilities to government, and support affected people with emergency response, recovery and resilience programmes. The primary focus of THESO South Sudan programme is integrated healthcare, Education, WASH, and community based and health facilities-based management of malnutrition. The special emphasis is given to maternal and child health care services.

THESO is seeking to recruit a seasoned education system blueprint expert with profound knowledge of British, Singapore and Finnish school systems to facilitate massive improvement in South Sudan education system. The purpose of the Education Advisor position is to be responsible for technical education system blueprint development, strategic direction, and quality assurance support to ministry of education to liberates South Sudan from the shambles of education, and empowers the citizens to act for the betterment of the country

Key Responsibilities

Lead, identify, develop, implement, Technical Assistance (TA) in the education sector. Lead and contribute to the development of education sector blueprint, strategy and policy in South Sudan. Work within general policies, principles and goals, working directly with clients.

Strategy and Planning

Lead and provide information and analyses towards the development of blueprint, strategies for the education sector in South Sudan in consultation with relevant government agencies, donors, UN Agencies and other stakeholders.

Contribute substantial information and analyses to interdepartmental working groups on the education sector.

Support national, regional and local governments to share their policy design and curriculum design experiences related to the learning framework

Students, teachers, school leaders, and parents to share practices and experiences as concrete examples of using THESO Learning Compass 2030

Experts and researchers to help strengthen the links between evidence-based policy and practice, especially on the constructs of the framework

Local communities, professional associations and industries, including representatives of teachers’ unions and the business sector, to share practices of supporting student learning and creating appropriate learning environments

International communities and organisations to contribute to THESO Education 2030 dialogue in support of the UN Sustainable Development Goal 4.7 and other relevant initiatives.

Project Development and Administration

Lead the development, processing and administration of TA projects in the education sector blueprint.

Lead and identify opportunities for THESO assistance projects in the education sector in South Sudan.

Lead and integrate THESO’s policies and guidelines in the design and implementation of education sector projects. Provide substantial advice to executing agencies on project preparation.

Knowledge Sharing

Lead, participate in and contribute to internal and external training and conferences on the education sector and other activities for advocacy, dissemination and knowledge building.

Staff Supervision

Take the role of team leader and supervise the work of team members.

Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

Ensure the on-going learning and development of reporting staff.

EDUCATION REQUIREMENTS

Master’s Degree or equivalent in education or other related fields. University degree with specialized experience on Education in similar organization/s, may be considered in lieu of a Master’s degree.

• Assist COP in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions;

• Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lesson learned;

Requirements

· Advanced degree (PhD or MA) from an accredited university in social sciences, international development, or related field; equivalent experience may be substituted for graduate degree;

· At least seven years of experience in managerial roles on similar programs in developing countries, including substantial supervisory experience. Experience with projects focused on economic recovery and positive youth development programming.

· Significant previous experience managing operations for similar programming in conflict or crisis situations;

· Experience working in the South Sudan or within the East African region on economic recovery and positive youth development programming required

· Previous experience as DCOP of USAID-funded programs preferred;

· Substantial experience managing subgrantees required;

· Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;

· Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation;

· Strong communication skills, both oral and written;

· Fluency in English required; proficiency in Arabic strongly preferred.

Role & Responsibilities

Oversee the provision of the logistical support for the programme. The Logistics Manager is responsible for ensuring an effective supply chain is in place at all times, and that standard logistics and related administrative systems are established and implemented within Medair country programmes. The role provides strategic direction, management and evaluation of all aspects of logistics, ensuring relevant information; reporting and accountability requirements are met. The Logistics Manager also plays an important role in external representation, legal compliance, team leadership and capacity building of logistics staff.

Project Overview

Multi-sector relief and rehabilitation programme including: provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Workplace & Working Conditions

Field based position in Juba, South Sudan. Working and living conditions may be very different to that previously experienced.

Key Activity Areas

Logistics Management – Supply chain

  • Ensure proper supply chain management practices and procedures are in place and maintained. To include sourcing and procurement, warehousing, transportation and management of logistics resources in fleet, equipment and facilities.
  • Share information on the assessments and proposed interventions, provide overviews of logistics requirements for the development of project proposals and subsequent projects. Engage with key staff to ensure project planning and budgeting incorporates adequate funding for logistics capacity and resources.
  • Manage the procurement process in an efficient and cost-effective manner. Provide planning support and advice to project managers and others making procurement requests, identify optimum supply routes, and maintain continuous overview of supply needs by providing updated procurement and fulfilment plans. Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
  • Locate and negotiate contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Oversee warehouse operations ensuring proper record keeping for the receipt, storage and issuing of items, physical inventory checks, storage conditions, security and facility maintenance. Conduct periodic ‘spot checks’ and put systems in place to increase stock reliability and reduce shrinkage through damage, loss or theft.
  • Ensure transportation of freight by land, sea and air; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects. Capture pipeline information, and coordinate the management of the supply chain ensuring regular transmission of order status, stock levels and shipment status to project and logistics staff.
  • Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes, and submit logistics reports to the in-country management team, and GSO logistics pursuant with Medair policies.

Logistics Management – Resources

  • Ensure the management of vehicle fleets is in line with Medair standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to.
  • Supervise all types of equipment and assets including communication, IT and power, to ensure that equipment are managed diligently, operated in the most cost efficient manner. Management of equipment will include procurement, registration, allocation, tracking, maintenance, repair, replacement, reporting, and training, authorisation, supervision and co-ordination to ensure optimum availability, & accountability. Ensure usage of fuel is correctly supervised, and recorded.
  • Support the proper management of existing field bases, establishment of new ones and closing of existing. Liaise with the landlord(s) to ensure proper maintenance and optimum availability of facilities and utilities. Implement and update logistics aspects of security plan to ensure resources and facilities are ready at all times for either hibernation or evacuation.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization, notably through the application of Medair’s mandate, ethics and values.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organize, and schedule distribution of goods and material.

Financial management

  • Compile and validate the logistics component of all base and project budgets.
  • Ensure good communication and cooperation between the Logistics and Finance departments.
  • Ensure Logistics staff are well aware of and adhere to applicable Finance procedures.

Staff Management

  • Manage staff with integrity and foresight, to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc.
  • Ensure that all logistics and programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching. Provide cross training to project managers and other staff on warehouse and supply chain procedures.

Quality Management

  • Promote and use the Medair file storing and sharing systems, ensuring that all guidelines are used.
  • Develop and implement systems to improve transparency. Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work.
  • Ensure projects are supported in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc.

Delegated Responsibilities

  • Responsible for the development, implementation and roll-out of the Logs related modules of D365 in the South Sudan Country Programme, in consultation with the Medair global D365 project team.

Qualifications

  • Professional qualification in logistics/ training in Supply Chain Management, Business Management/ related field.
  • Strong working knowledge of English (spoken and written).

Experience

  • Minimum 4 years relevant logistics and management experience in emergency and/or development context.
  • Experience of budget management and the ability to prepare timely, complete and accurate financial reports.
  • Experience working in a cross-cultural setting, preferably in the logistics sector.
  • Demonstrable knowledge of rules, regulations and donor policies governing the compliance/regulatory management of procurement rules from US, EU, UN and other agencies.
  • Ability to communicate effectively with programme teams and be able to represent Medair with UN organisations, other international NGO’s and local authorities world-wide. Technical understanding of mechanical equipment.
  • Able to develop and maintain effective relationships with internal and external stakeholders.
  • Capacity to work under pressure & tight deadlines. Diplomatic, especially for working with authorities & suppliers.
