Position Description:

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in South Sudan, implemented by IMA World Health, with JSI Research & Training Institute, Inc., GOAL USA Fund, and Pathfinder International. MIHR South Sudan aims to support improved MNCH/FP outcomes and strengthen the USAID/South Sudan resilience platform. The Child Health Advisor for MIHR South Sudan will provide leadership and management oversight to the child health activities of the project. The position will be based in Juba, South Sudan, and will work closely with Community Service Delivery Advisor, the South Sudan Deputy Chief of Party and the Child Health Technical Lead from the MIHR headquarters.

This position is contingent upon funder approval and availability of funds.

Key Responsibilities:

  • Work with the Community Service Delivery Advisor to develop and oversee the child health activities of the project’s work plan, ensuring completion of project deliverables.
  • Provide technical support to the Ministry of Health (MoH) and implementing partners (IPs) on delivering the key elements of the basic package of child health services for primary and secondary health care.
  • Participate actively in the development/review/update of the national iCCM/IMNCI strategy/plan and provide technical support to strengthen national iCCM/IMNCI guidelines.
  • Provide technical oversight, strategic direction, and ensure appropriate support to IPs for implementation of child health activities at both facility and community level
  • Develop systems and indicators to monitor the availability, utilisation, and quality of child health services, in collaboration with the Monitoring and Evaluation team.
  • Provide technical assistance to IPs in the development and implementation of strategies that tackle community norms, male engagement, and reaching vulnerable populations (in collaboration with the Community Service Delivery Advisor).
  • Conduct supportive supervisory visits to the health facilities managed by MIHR and provide on-the-job training and mentoring during these visits on child health.
  • Regularly review achievements of child health indicators against log-frame targets.
  • Review the child health related DHIS2 data monthly.
  • Provide technical support to the national MOH for improved programming and scale-up of iCCM (Boma Health Initiative) and IMNCI.
  • Participate in, and provide capacity building support to, national technical working groups (TWG) supporting the MoH in establishing priorities, leveraging resources, strengthening partner coordination, and improving MNCH/FP/RH and immunization outcomes.
  • Provide technical guidance to the County Field Coordinators, Community Strengthening Liaisons, MNCH/FP/RH Officers, and Boma Health Workers.
  • Other child health related tasks as assigned

Qualifications and Essential Experience:

Education**:**

  • Doctor or nurse preferred with a master’s degree in public health or a related clinical discipline.

Experience:

  • Six years of relevant experience working on child health programs of similar nature, size, and complexity, with national or local governments, NGOs, or donors.
  • Extensive experience working and delivering results in South Sudan.
  • Experience with integrated, multisector community health programs.
  • Experience with service delivery indicators in iCCM/IMNCI.

Knowledge/skills:

  • Knowledge of IMNCI and iCCM strategies and guidance.
  • Knowledge of USG health initiatives and related reporting requirements and funding parameters.
  • Proven ability to work as an effective team member.
  • Excellent oral and written English communication skills.
  • Ability to work and travel within South Sudan.

Background

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Foreign Commonwealth and Development Office (FCDO), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA), United States Agency for International Development (USAID), the Global Alliance for Vaccines and Immunisation (GAVI) and the European Union (EU). A consortium led by Crown Agents and including Montrose is responsible for managing and implementing HPF3.

HPF3 supports delivery of community level essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities. HPF3 supports services in eight out of 10 states of South Sudan: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity, and Lakes.

The programme impact will improve the health and wellbeing of the population through increased coverage, access and utilisation of quality lifesaving health, sexual and reproductive health and nutrition services under the following five outputs:

  • Output 1: Delivery and increased availability/readiness of quality health services at facilities.
  • Output 2: Community level interventions that increase awareness, prevention and treatment of common conditions.
  • Output 3: Availability of safe, effective and quality essential medicines and supplies.
  • Output 4: Stable health systems that enhance accountability and responsive to the needs of the people.
  • Output 5: Funds and processes that are efficient, effective, inclusive and offer value for money.

Position summary

The Health Specialist will work across all implementing partners (IPs) and the HPF team collaboratively in order to achieve the programme’s objectives and outcomes.

Specific roles and responsibilities

  • Produce the IP quality improvement dashboard for output one and ensure timely uploading and analysis of results per IP.
  • Identify urgent technical gaps and training needs in relation to technical standards and protocols for the delivery of key health services and verify their adoption and uniform application across the programme, in collaboration with IPs.
  • Verify relevant tools, guidelines, manuals and other documentation used by the IPs.
  • Regularly review achievements of the programme against indicators and logframe targets and then present the findings to the HPF team and stakeholders.
  • Attend all IP review meetings (monthly and quarterly) and implement all relevant action points.
  • Work with the other health specialists to ensure learning and sharing across the IPs supported by HPF3.
  • Review and provide complete and comprehensive feedback on the IP costed work plan, IP quarterly and annual progress reports, risk registers and IP spending.
  • Draft relevant sections of the HPF3 monthly, quarterly and annual reports.
  • Work with MEL team and operational research manager to identify subject areas in health for further study and analysis and advise on best practices to improve the quality of health service delivery, capture stories, document and share lessons learned.
  • Review emergency response applications from IPs, provide on-time and comprehensive feedback, monitor implementation progress and agree on mitigation measures with the IP.
  • Any other tasks or responsibilities based on organisational or programming needs as assigned by the line manager.

Essential skills and qualifications

  • Should possess a medical degree.
  • Masters qualification in international public health would be an added advantage.
  • High standard of technical writing with experience of drafting reports, technical bulletins, policy briefs.
  • Extensive experience with implementation of activities and the challenges of working in the South Sudanese context.
  • At least 5 years’ experience post-graduation.
  • Should be a South Sudanese national.

Role & Responsibilities

Provide technical support to ensure implementation of quality medical services within the health interventions in Renk, with a focus on diagnosis and management, in line with South Sudan and internationally relevant treatment guidelines. The Medical Manager will primarily act as a focal point for quality improvement in health care delivery in Renk.

Project Overview

Renk County is located in Upper Nile State, and is situated on the border with Sudan. Despite general stability in the area, the local health system remains fragile and there are ongoing population movements. There is a high prevalence of communicable diseases like malaria and acute respiratory infections, and high levels of malnutrition.

Medair’s aim in Renk County is to reduce morbidity and mortality in vulnerable displaced and host populations through the provision of emergency WASH (water, sanitation and hygiene), healthcare, and nutrition services. Medair operates two primary health care clinics in Abayok and Wunthou, which include outpatient, nutrition services, and reproductive health care. Essential maternal and newborn services, towards implementation of the Minimal Initial Service Package, are provided, including antenatal and postnatal care. In addition, in Abayok clinic Medair provides 24-hour skilled delivery services and an inpatient Stabilisation Centre for severely malnourished children with complications. Medair has been providing these services in Renk County since 2011 and remains one of the only health actors, and the only long-term nutrition partner.

Medair is also implementing integrated Community Case Management (iCCM) in remote villages where access to healthcare is difficult, and has set up Care Groups through which behavioural change communication messages are cascaded to the community.

Workplace & Conditions

Field-based position in Renk, South Sudan. Working and living conditions may be very different to that previously experienced.

Key Activity Areas

Quality Management

  • Support improvement of the clinical, technical aspects of health care delivery in Medair’s Health programmes in Renk, in line with South Sudan and relevant international guidelines. This includes Abayok Clinic and Wunthou Clinic (Outpatient Department, EPI and Reproductive Health). Areas of focus include child health and integrated management of childhood illnesses, reproductive health and communicable diseases, including COVID-19 preparedness and response.
  • Monitor the quality of services at health facilities and identify gaps, problems and solutions, in collaboration with the Health Project Manager, health team and facility staff.
  • Provide technical support to clinicians and other health staff, through on the job training, one-on -one clinical supervision and group training sessions.
  • Engage directly with health staff at the clinics, review clinical guidelines and protocols and discuss patient treatment plans where needed.
  • Conduct regular supervision assessments on individual clinicians.
  • Develop and update resources to support clinicians and health staff, including job aids.
  • Work closely with the Health Project Manager and health team to monitor medication prescription and promote rational use of medications.
  • Provide feedback on and input into Medair’s quality improvement activities and reporting tools.
  • Work across other Medair sectors in Renk, including nutrition and WASH programming to support clinical improvement activities that impact health outcomes.
  • Perform other tasks as required, as requested by the Health Project Manager.

Communication

  • Develop and maintain appropriate communication with the team, especially Health Project Manager, Health Managers and Clinic-In-Charge.
  • Participate and proactively engage in health team and facility meetings.
  • Represent, where necessary, Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs.

Key Activity Areas

Nutrition Project Management

  • Manage the assigned nutrition project(s) in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager and country nutrition advisor (e.g. projected failure to meet objectives; increased beneficiary needs; projected spending on project budget).
  • Provide strong leadership of the assigned nutrition project(s), working to ensure short, mid and long-term positive impacts and outcomes for the beneficiaries, local nutrition authorities (where applicable) and local nutrition staff.
  • Contribute to development and implementation of an appropriate and effective nutrition strategy including proactive, responsible exit planning in consultation with other nutrition staff and field managers.
  • Set clear objectives and indicators for nutrition activities in collaboration with the country nutrition advisor, nutrition staff, field managers and, where appropriate, with the local communities.
  • Continuously monitor and supervise nutrition activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the nutrition team in analysis and taking appropriate action.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other time frames and formats.

Staff Management

  • Line-manage the Nutrition Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other nutrition project staff.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Provide coaching and technical supervision to staff to develop ownership & full responsibility for nutrition activities.
  • Assess the training needs of nutrition staff and ensure that appropriate training is conducted.

Financial Management

  • Manage the nutrition budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned nutrition team, Medair in-country and GSO health and nutrition managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
  • Participate in nutrition coordination meetings, Medair internal trainings and other working groups or meetings as required, representing Medair and feeding back to the nutrition staff and field managers on relevant issues.

Logistics

  • Support the logistics activities of nutrition staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned nutrition facilities and activities.
  • Liaise, as necessary, with the nutrition, health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
  • Submit timely requests to nutrition partners (UNICEF, WFP) to release core pipeline nutrition supplies and monitor supply provision. Ensure nutrition buffer stocks procured and available to prevent programme stock outages.
  • Ensure that all the programming supplies are procured in time for the smooth running of the nutrition activities.

Quality Management

  • Promote and use the Medair intranet, Medair people and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
