Background/IRC Summary:

Founded in 1933, the IRC is a leading nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. IRC provides assistance to refugees resettling in the United States. The IRC opened an office in Boise, Idaho in 2006 to provide reception and placement services to newly arrived refugees. The office resettles approximately 350 – 400 refugees per year and provides numerous program services to assist the refugee from their arrival through citizenship.

Job Overview/Summary:

Under the direction of the Sr. Economic Wellbeing Programs Coordinator, the Workforce Development Specialist provides employment services to newly arrived refugees enrolled in the Refugee Cash Assistance (RCA) program. The RCA program offers clients an alternative to public cash assistance providing financial and material assistance for a short period while they seek employment. The Workforce Development Specialist prepares clients for employment, coordinates job placements, and provides case management.

Major Responsibilities:

Responsibilities may include but are not limited to the following:

· Create and implement plans for clients’ progression to independence: provide orientation to job readiness training and complete intakes to assess transferrable skills and career goals.

· Develop job opportunities: Curate and steward long-term relationships with area employers in order to identify appropriate employment opportunities for clients.

· Support clients in securing employment: In close coordination with the client, prepare resumes and applications; prepare clients to navigate the hiring process, assisting with interviews, onboarding, drug screening, new hire orientations and paperwork; provide occasional follow along during the client’s initial training period to ensure successful placement.

· Documentation and Quality Control: Case note all services delivered including by IRC volunteers, interns and assistants; and all commitments and actions taken to fulfill them taken by clients, using data tracking systems: Efforts to Outcomes (ETO), Integra, the Statewide Refugee Information System (SRIS) and others as instructed.

· Quality Control: Regularly review paper and electronic documentation produced to ensure it is complete and follows all IRC data entry rules. Complete corrections as instructed. Prepare for monitoring.

  • Team planning: Coordinate regularly with supervisor and RCA Eligibility Specialist to ensure timely communication on status of service provision and discuss client’s compliance with refugee cash assistance program requirements. Participate in all program meetings, staff development activities, and fully engage as a member of the IRC Resettlement team.

· Follow all IRC ethics policies including but not limited to the IRC Way, Adult & Child Safeguarding, Harassment Free Workplace Policy, Gender Equality policy, Global Information Security Policy.

· Following IRC COVID-19 safety protocols, arrange transportation or provide transportation to clients to complete services above.

· Other duties as assigned.

Qualifications

Qualifications

  • Demonstrated experience with the US job search process and the ability to effectively coach clients through the nuanced process of securing employment.

  • Lived experience as a refugee or immigrant is preferred.

  • In lieu of lived experience, experience working with refugees and/or immigrants; cross-cultural or overseas experience accepted.

  • Excellent communication skills, with fluency in written and spoken English. Bilingual ability in one of the predominant languages (Swahili, Kinyarwanda, Arabic, French, Russian) of the local client base is desired.

  • Flexibility and demonstrated ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment.

  • Proven experience in data entry systems.

  • Proficient in Microsoft Office applications (Word, Excel, Outlook). Web based database experience preferred.

  • Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area is preferred.

  • Undergraduate degree is preferred.

Driver Mechanic (National Contract)

The Driver Mechanic will be tasked with facilitating and coordinating smooth transportation/movement of all staff and goods in operation facilities within Greater Tonj Area.   • Ensure that the vehicle is always fuelled on time & make sure that the fuel consumption figures are maintained within the established parameters as set by our client.
  • Responsible to ensure that the cargo loaded at origin is safely transported to the destination free from contamination, losses or damage & held accountable for the same, will witness loading together with the Tally Clerk & ensure signing & endorsing of waybill at destination.
  • Held responsible & accountable for vehicle & any tools or equipment given to the driver (& signed for) & ensure that it remains in good condition.
  • Ensure that the vehicle is loaded (metric tonnes) in accordance to the established payload of the vehicle & under no circumstances to exceed this limit.
  • Cargo must be loaded uniformly & equally distributed for safety reasons.
  • Drive always in a safe & responsible manner with due respect & attention for other vehicles, property.
  • Whilst the vehicle is in the workshop the driver shall assist in repairs & maintenance activities as required.
  • Any accident that may occur must be immediately reported to supervisor & or other parties concerned.
  • Driver will only travel to authorised destination & only load authorised cargo, under no circumstance shall deviate from this unless authorised by immediate supervisor.
  • Will perform any other duties as requested by immediate supervisor.

Performance criteria:

  • Ensure that established route turn around times (expressed in days / hours) & distances (expressed in kilometres) are within parameters set as well as respecting the established standard night out allowances, notwithstanding abnormal circumstances, such as security.
  • Fuel consumption figures maintained within parameters set.
  • Vehicle maintained in good mechanical condition, limited tyre wear free from any breakages in accordance to standards set by the organisation.
  • Cargo loaded, securely & safely, transported from origin to destination in a secure dry environment & duly received in a good sound condition at the receiving location.
  • Complete all vehicle administrative documents (vehicle log books, way bills) accurately, correctly & in turn, hand them over to Traffic Officer on a timely basis.
  • Required to report on time for duty as per establish established working hours & sign the time sheet prepared for this purpose.
  • Ensure that both loading / unloading times are kept to a minimum acceptable level & to report any abnormal waiting times.
  • Loss or damage of cargo, spares, tools or equipment as well as loss of fuel in the care of the employee shall be deducted from the salary based on CIF value or local market rate, whichever is prevailing.
  • Based on a quarterly performance evaluation, the salary payment grade shall be adjusted accordingly for the new quarter.

Project reporting:

  • This role will work under the direct supervision of the Traffic Officer & will liaise & cooperate with all other client employees & cooperating partners.

Team management:

  • This role will be responsible for handling other drivers.

Geographical experience:

  • Minimum of 5 year of experience in Africa (desirable).

Languages:

  • Fluency in English is essential.

Key competencies:

  • Holder of a valid, clean driving licence in accordance to the vehicle category assigned to drive in accordance to national regulations.
  • Must have had at least 2 years minimum experience preferably 5 years gained in the relevant driver licence category.

Other relevant information:

  • Candidates with experience in South Sudan will be given 1st preference.

Main objective of the role:

The aim of this position is to provide driving and logistical support to the South Sudan Office.

We are looking for someone who will

· Arranging regular cleaning and maintenance services for the vehicle;

· Driving staff to the field for activities and town running;

· Listen to traffic and weather reports to stay up-to-date on road conditions;

· Adjust the route to avoid heavy traffic or road constructions, as needed;

· Ensure the car seats are clean and comfortable for all riders;

· Adhere to all traffic rules and regulation;

· Schedule regular car service appointments and report any mechanical issues;

· Book car wash and detailing services to maintain interior and exterior cleanliness of the vehicle.

· Maintain an up-date record of the log book (mileage, destinations, times & passengers, maintenance) for each trip in the book provided;

· Present proper receipts on any expenditure incurred on their vehicle to the Officer in charge

· Submit a written report if any damage is done or noticed on the vehicle.

· Ensure that all vehicles are fitted with the necessary security apparatus;

We are looking for someone who has

· Proven experience as a driver in a busy NGO environment

· A valid driver’s license

· A clean driving record

· Minimum visual acuity of 20/50 (or corrected to 20/50)

· Familiarity with GPS devices

· Knowledge of area roads and neighborhoods

· Ability to lift heavy packages and luggage

· Availability to occasionally take weekend and night shifts

· A polite and professional disposition

· Ability to remain calm in stressful driving situations (e.g. at rush hour)

· A high school Certificate, a diploma is an added advantage
