Overview of the position:

  • Required to transport cargo in the form of both food & NFI in accordance to the procedures & normative guidelines, as establish by our client.

Role objective:

Under the direct supervision of the Traffic Officer the incumbent shall perform the following duties:-

  • Perform identical duties as driver.
  • Carry responsibility for convoy & drivers & provide leadership & guidance to those vehicles under the convoy.
  • Responsible for telecommunications & usage of HF & VHF radio & Thuraya communications to inform Traffic Officer of progress & position on an hourly basis.
  • Ensure that all drivers carry out their tasks & responsibilities in accordance to their job descriptions.
  • Responsible for all security issues that may arise & always decide safest option for convoy & use careful judgement to ensure safe passage.
  • In the event of breakdown or recovery, decide upon best course of action to recover vehicle in the safest & quickest manner without potential damage being caused by in this exercise.
  • Ensure that sufficient funds are available for off loading cargo where applicable.
  • Perform a daily inspection of the vehicle & ensure that it is mechanically sound & to report any problems or defects to immediate supervisor.
  • Ensure that the vehicle under direct responsibility is thoroughly cleaned & maintained in a good mechanical condition.
  • Ensure that the vehicle logbook is duly completed on a daily & timely basis free from errors to maintain good records.
  • Ensure that the vehicle is always fuelled on time & make sure that the fuel consumption figures are maintained within the established parameters as set by our client.
  • Responsible to ensure that the cargo loaded at origin is safely transported to the destination free from contamination, losses or damage & held accountable for the same, will witness loading together with the Tally Clerk & ensure signing & endorsing of waybill at destination.
  • Held responsible & accountable for vehicle & any tools or equipment given to the driver (& signed for) & ensure that it remains in good condition.
  • Ensure that the vehicle is loaded (metric tonnes) in accordance to the established payload of the vehicle & under no circumstances to exceed this limit.
  • Cargo must be loaded uniformly & equally distributed for safety reasons.
  • Drive always in a safe & responsible manner with due respect & attention for other vehicles, property.
  • Whilst the vehicle is in the workshop the driver shall assist in repairs & maintenance activities as required.
  • Any accident that may occur must be immediately reported to supervisor & or other parties concerned.
  • Driver will only travel to authorised destination & only load authorised cargo, under no circumstance shall deviate from this unless authorised by immediate supervisor.
  • Will perform any other duties as requested by immediate supervisor.

Performance criteria:

  • Ensure that established route turn around times (expressed in days / hours) & distances (expressed in kilometres) are within parameters set as well as respecting the established standard night out allowances, notwithstanding abnormal circumstances, such as security.
  • Fuel consumption figures maintained within parameters set.
  • Vehicle maintained in good mechanical condition, limited tyre wear free from any breakages in accordance to standards set by the organisation.
  • Cargo loaded, securely & safely, transported from origin to destination in a secure dry environment & duly received in a good sound condition at the receiving location.
  • Complete all vehicle administrative documents (vehicle log books, way bills) accurately, correctly & in turn, hand them over to Traffic Officer on a timely basis.
  • Required to report on time for duty as per establish established working hours & sign the time sheet prepared for this purpose.
  • Ensure that both loading / unloading times are kept to a minimum acceptable level & to report any abnormal waiting times.
  • Loss or damage of cargo, spares, tools or equipment as well as loss of fuel in the care of the employee shall be deducted from the salary based on CIF value or local market rate, whichever is prevailing.
  • Based on a quarterly performance evaluation, the salary payment grade shall be adjusted accordingly for the new quarter.

Project reporting:

  • This role will work under the direct supervision of the Traffic Officer & will liaise & cooperate with all other client employees & cooperating partners.

Team management:

  • This role will be responsible for handling other drivers.

Geographical experience:

  • Minimum of 5 year of experience in Africa (desirable).

Languages:

  • Fluency in English is essential.

Key competencies:

  • Holder of a valid, clean driving licence in accordance to the vehicle category assigned to drive in accordance to national regulations.

Main objective of the role:

The aim of this position is to provide driving and logistical support to the South Sudan Office.

We are looking for someone who will

· Arranging regular cleaning and maintenance services for the vehicle;

The Vehicle Fleet Manager (FM) position exists to provide The Carter Center’s South Sudan Guinea Worm Eradication Program (SSGWEP) with a viable transport capacity.
Personnel Management

Directly supervise the Assistant Vehicle Fleet Manager (AFM) to ensure that.

  1. The monthly vehicle report sheet is completed and furnished to the Country and Deputy Country representatives before the 21st of the following month.

  2. The vehicle allocation sheet is furnished to the Country and Deputy Country Representatives before close of business every Monday.

  3. All driver and mechanic leave requests are approved bearing in mind program requirements.

  4. All vehicles and motor cycles have up to date registration documents.

  5. All vehicles and motor cycles have current insurance coverage.

  6. Each vehicle and motor cycle has an individual file in the Juba Transport Office and a mirror copy at the relevant hub.

Serve as the overall manager of all transport staff.

  1. Ensure all drivers are in place as directed by the Country and Deputy Country Representatives.

  2. Ensuring that all positions within the transport department are filled with competent qualified staff.

  3. Continually evaluate transport staff providing corrective training as required.

  4. Interview and test all prospective transport staff.

  5. Prepare draft warning letters when warranted.

  6. Prepare and submit bi-annual evaluations for all transport staff. Recommend two drivers and one mechanic for a one-off performance bonus.

  7. Ensure that all transport staff are following the transport policy document and SOPs.

  8. Ensure that in the event of an accident or any other incident the driver fully completes the incident report form or insurance claim document.

  9. Ensure all employees receive proper transport orientation upon initial employment and clear all transport related obligations upon departure from The Carter Center.

Vehicle Condition

It is the responsibility of the Fleet Manager to guarantee the maximum availability of a fleet of vehicles, motor cycles and generators bearing in mind safety and economic viability.

  1. The Fleet Manager is responsible for the overall supervision of all hub workshops.

  2. The Fleet Manager is responsible for the implementation of the TCC preventative maintenance program.

  3. The Fleet Manager is required to provide technical assistance to the workshops when required either hands on assistance or in an advisory capacity.

  4. The Fleet Manager will perform vehicle inspections while visiting hubs.

  5. Any requests for using non TCC workshops, (i.e. accident repair) to perform repairs require authorization by the Fleet Manager.

  6. The Fleet Manager will ensure that all TCC workshops are adequately equipped and tool inventories are regularly checked.

  7. The Fleet Manager will ensure that all repairs are fully documented.

  8. The Fleet Manager will review all job cards and vehicle condition reports on their arrival in the Juba office.

  9. Based on Job cards the Fleet Manager will provide a costing for repairs done.

  10. The Fleet Manager is responsible for preparing the VOR reports for presentation to the CR/DCR and comment on the situation.

  11. The Fleet Manager is responsible for ensuring that the correct lubricants are available and used during maintenance

Supply and Inventory

  1. The Fleet Manager is responsible for ensuring that spare part stores have accurate up to date inventories.

  2. The Fleet Manager is responsible for ensuring that all spares are stored properly. And that any perished parts are discarded.

  3. The Fleet Manager will write a minimum stock reorder quantity on each stock card in order not to wait until an item is out of stock before reordering.

  4. The Fleet Manager will scrutinise and authorise all stock requests from the hubs.

  5. The Fleet Manager will on a yearly basis prepare annual bulk spare parts purchase orders bearing in mind current stock holdings and projected usage.

  6. The Fleet manager will advise procurement on transport purchases.

Reporting

  1. The Fleet Manager is ultimately responsible for completion of the monthly spread sheet and KPIs and highlight any anomalies.

  2. The Fleet Manager will provide the CR/DCR with a thrice weekly Vehicle Off Road report with comments and advice.

  3. The Fleet Manager will forward all incident reports to the CR/DCR with comments.

  4. The Fleet Manager will provide a monthly narrative report to the CR/DCR and Atlanta describing problems faced actions taken and proposals for changes. Payment will be based on this report.

  5. The Fleet Manager is responsible for ensuring that all vehicles and motor cycles are properly insured and registered and any vehicles or motor cycles not are reported to the CR/DCR.

We are looking for a highly qualified, self-motivated Safety Manager (NGO Safety Advisor) who is able to manage a large mobile and emergency response programme, work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.

Background

Danish Refugee Council (DRC) is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

Danish Refugee Council main programme objectives (2019-2021) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts

  2. To reduce displacement related risks and support and facilitate solutions

  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, Kodok and Ajuong Thok in Unity state, supported by a country-office in Juba.

DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses

Purpose of the post

Based in the Malakal Protection of Civilians (PoC) site, the Safety Manager will contribute to increasing access for the humanitarian community to affected populations through security information sharing, coordination, and field assessments. The NGO Safety Adviser will provide analysis and advice to other international humanitarian organisations working in the area and will also represent the NGO community at wider coordination mechanisms.

With the aim of enabling safe and conflict sensitive programming across the humanitarian community through strong context and security assessments, and understanding of the local environment, the Safety Manager plays a critical role in meeting the needs of affected populations inside and outside of the PoC. The Safety Manager will also facilitate training courses for interagency staff including; personal safety training, guard training, driver training, communications training, and incident management training.

Though Malakal as the duty station, the Safety Manager will be expected to conduct regular assessments in other locations in Upper Nile state, and elsewhere if required.

In addition to the core focus of supporting in the international community in Malakal, the Safety Manager also serves as the DRC safety focal point in Malakal.

Responsibilities

Representation and coordination

  • Hold regular meetings with NGO safety and security focal points.
  • Represent NGOs as security focal point in the local Area Security Management Team (ASMT), produce meeting notes and brief NGO representatives.
  • Represent (within limits agreed by SMTs of different organisations) the NGO humanitarian community in communication with relevant national stakeholders (representatives of beneficiary community, local government, local armed actors) on safety and security matters.
  • Coordinate activities inside and outside the PoC related to safety with relevant parts of UNMISS (UNPOL, FPU, , UNDSS, etc. E.g. Define and organise convoy procedures with and without UNMISS force protection.
  • Develop and maintain key contact lists of personnel involved in PoC safety management. Act as a liaison between humanitarian partners and those safety and security agencies/personnel (including local actors).

· Advocate for safety improvement in the Humanitarian Hub, if necessary.

Responsibilities:

Analysis and contingency planning

  • Build and maintain network of information sources which allow the gathering of reliable data and information to create an actor and incident data base.
  • Conduct safety assessments and provide humanitarian organisations with field reports including access recommendations and safety risk assessments.
  • Produce weekly security reports for humanitarian organisations, including analysis based on context flow and incident reports.
  • Produce regular alerts and advisories relating to incidents and context developments inside and outside of the PoC, as required.
  • Maintain effective channels of communication for the Malakal humanitarian community, such as Skype groups, e-mail groups, etc.
  • Support the development of safety and security contingency plans for NGO staff based in the Humanitarian Hub; fire safety, relocation, hibernation etc.
  • Support development and/or review of NGO contingency plans for PoC.
  • Provide general support and capacity building to humanitarian partners on safety management; personal safety and security training, radio communications, contingency planning, defining threat levels, etc.

DRC safety focal point

  • Represent DRC in all safety related communication with external stakeholders – NGOs, UN, local community, authorities, armed actors and local governance.
  • Provide ad hoc briefings to the diplomatic and donor community on the safety context and environment, and safety and contextual challenges facing the humanitarian community in the Malakal PoC (as arranged by the DRC Country Safety Coordinator).
  • Ensure compliance with DRC global safety policy, code of conduct and safety-related guidelines and ensure internal DRC contingency plans and SOPs reflect prevailing safety situation on the ground.
  • Regularly review and update DRC safety guidelines, safety level, and minimum operating safety standards (MOSS).
  • Responsible for monitoring DRC safety assets and stocks on site; hibernation stocks, radio and communication assets, first aid and trauma kits, etc.
  • Support the Area Manager in incident/crisis management situations, and liaise with Juba as necessary.
  • Provide a safety briefing to all DRC staff at morning meetings, or similar and update the DRC Country Safety Adviser on an ongoing basis.

Experience and technical competencies

· Degree in developmental and/or political and/or conflict studies is attractive, but not essential.

· Other security management related qualification.

· Communication (radio) equipment related qualification.

· First aid qualification.

· Minimum 1 year as safety manager/coordinator for an NGO in a high risk/conflict zone (or equivalent role).

· Proven experience in safety context/analysis and advising/coordinating humanitarian personnel.

· Experience of developing and updating SOPs, contingency plans and other risk assessment and management documents.

· Proven in-country experience liaising with UN and CIVMIL peacekeeping missions or agencies.

· Proven experience in incident/crisis management.

· Experience of conducting safety training for international and national staff, and experience of capacity building of national staff.

· Fluent English, and strong interpersonal, communication, and networking skills.

· Ability to provide conflict analysis (written).

· Proven ability to prioritise tasks and meet deadlines under pressure.

· Computer literate, able to use all common software packages.

· Be able to diffuse tensions and remain calm at all times and particularly following an incident

· Be able to encourage, motivate and guide team members to approach safety and security issues with confidence especially during crises.

· Be flexible to travel at short notice to difficult and risky areas.

· Proven ability to work effectively with minimal supervision.

· Stable and robust character, team-player with a good sense of humour.

· Determination, self-integrity, unselfishness, cheerfulness in the face of aversity

General description:

Required to transport cargo in the form of both food and Non-Food-Items in accordance to the Procedures & Normative Guidelines, as establish by our client.

Key Tasks and Responsibilities:

Under the direct supervision of the Traffic Officer the incumbent shall perform the following duties:-

  1. Perform identical duties as driver, as indicated below, but with the additional responsibilities of:

a. Carry responsibility for convoy and drivers and provide leadership and guidance to those vehicles under the convoy.

b. Responsible for telecommunications and usage of HF & VHF radio & Thuraya communications to inform Traffic Officer of progress and position on an hourly basis.

c. Ensure that all drivers carry out their tasks and responsibilities in accordance to their job descriptions.

d. Responsible for all security issues that may arise and always decide safest option for convoy and use careful judgement to ensure safe passage.

e. In the event of breakdown or recovery, decide upon best course of action to recover vehicle in the safest and quickest manner without potential damage being caused by in this exercise.

f. Ensure that sufficient funds are available for off-loading cargo where applicable.

  1. Perform a daily inspection of the vehicle and ensure that it is mechanically sound and to report any problems or defects to immediate supervisor.

  2. Ensure that the vehicle under direct responsibility is thoroughly cleaned and maintained in a good mechanical condition.

  3. Ensure that the Vehicle logbook is duly completed on a daily and timely basis free from errors to maintain good records.

  4. Ensure that the vehicle is always fuelled on time and make sure that the fuel consumption figures are maintained within the established parameters as set by our client.

  5. Responsible to ensure that the cargo loaded at Origin is safely transported to the Destination free from contamination, losses or damage, and held accountable for the same, will witness loading together with tally clerk and ensure signing and endorsing of Way bill at destination.

  6. Held responsible and accountable for vehicle and any tools or equipment given to the driver (and signed for) and ensure that it remains in good condition.

  7. Ensure that the vehicle is loaded (metric tonnes) in accordance to the established Payload of the vehicle and under no circumstances to exceed this limit. Cargo must be loaded uniformly and equally distributed for safety reasons.

  8. Drive always in a safe and responsible manner with due respect and attention for other vehicles, property

  9. Whilst the vehicle is in the workshop the driver shall assist in repairs & maintenance activities as required.

  10. Any accident that may occur must be immediately reported to supervisor and or other parties concerned.

  11. Driver will only travel to authorised destination and only load authorised cargo, under no circumstance shall deviate from this unless authorised by immediate supervisor.

  12. Will perform any other duties as requested by immediate Supervisor.

Will liase and co-operate with all other our client employees and Cooperating Partners.

Qualifications & Experience:

· Holder of a valid, clean driving licence in accordance to the vehicle category assigned to drive in accordance to National Regulations.

· Must have had at least 2 years minimum experience preferably 5 years gained in the relevant driver licence category.

Performance criteria:

· Ensure that established route turn-around-times (expressed in Days / hours) and distances (expressed in kilometres) are within parameters set as well as respecting the established standard night out allowances, notwithstanding abnormal circumstances, such as security.

· Fuel consumption figures maintained within parameters set.

· Vehicle maintained in good mechanical condition, limited tyre wear free from any breakages in accordance to standards set by the Organisation.

· Cargo loaded, securely and safely, transported from Origin to destination in a secure dry environment and duly received in a good sound condition at the receiving location.

· Complete all Vehicle administrative documents (Vehicle Log books, Way Bills..) accurately and correctly and in turn, hand them over to Traffic Officer on a timely basis.

· Required to report on time for duty as per establish established working hours and sign the time sheet prepared for this purpose. · Ensure that both loading / un-loading times are kept to a minimum acceptable level and to report any abnormal waiting times.
