BACKGROUND

The Start Fund is one of Start Network’s funding mechanisms, focusing on small to medium scale under-the-radar humanitarian crises. The Start Fund is collectively owned and managed by Start Network’s member organisations. Projects are chosen by local committees, made up of staff from Start Network members and their partners, within 72 hours of an alert. This makes the Start Fund the fastest, collectively-owned, early response mechanism in the world.

Start Fund has responded to over 15 crises in South Sudan since its inception in 2014. Most recently, an alert was raised to respond to displacement resulting from conflict in Leer County, Unity State of South Sudan.

The internally displaced people (IDPs) have been forced to relocate to Fangak County and others. On the 28th of March 2022, tension erupted between the different warring parties in the Counties of Leer, Koch, and Mayendit Counties of Unity State. The tension has resulted in serious fighting from the second week of April. The influx of IDPs into Fangak county as a result of an outpouring in fighting in Leer this month has resulted in widespread devastation, with numerous people reported killed, wounded, women abducted and assaulted; homes burned, and properties looted. Thousands of cattle were reportedly raided, and markets, homes, and humanitarian facilities and warehouses looted and burnt down.

Start Network would like to produce 2 videos with a focus on the above crisis and Start Fund’s unique niche.

SCOPE OF WORK AND DELIVERABLES

We are looking for an in-country based video production agency or freelancer to develop 2 high resolution videos and 50 high resolution photographs that highlight Start Fund’s initiatives in South Sudan. Below are the outputs we are seeking:

  • One 5-minute video feature of the ongoing crisis response (incorporating community-centred talking head interviews, B-Roll footage, English Subtitles, On-Brand Lower Thirds and Motion Graphics)
  • One 3-minute video summary of Start Fund’s niche (incorporating community-centred talking head interviews, B-Roll footage, English Subtitles, On-Brand Lower Thirds and Motion Graphics)
  • 50 relevant photographs of video participants, community members and scenery/environment (Respectful; always keeping in mind the agency, dignity and collective power of communities)
  • Signed consent forms (for both video and photography)
  • High quality sound recording (using lapel mics and boom mics where appropriate)
  • Backing soundtrack with copyright permissions for commercial use
  • All raw footage for our archives

Additional Details:

  1. The 5-minute video should focus on the crisis itself and the specific ways that we are responding to that crisis. The target audience for this video will be donors that already have an understanding of Start Network and the Start Fund. Therefore, the video should focus more on the programme interventions specifically and the impact that these allow us to make with communities affected by crisis.
  2. The 3-minute video should use the above crisis response as a case study to articulate the Start Fund niche. The target audience for this video will be people who don’t have prior knowledge of the Start Fund, so it should explain the Start Fund niche and how this niche allows us to fill a gap in the current humanitarian system.
  3. Whether applications are made from freelancers or agencies, the applicant/s should be able to provide interviewing, sound recording, translation and interpretation, editing and sound mixing, photography, subtitling as well as project management to ensure informed consent is provided and consent forms are signed in accordance with Start Network’s consent and safeguarding policies.
  4. Minority groups and community-based individuals/collectives are particularly encouraged to apply.

Through 19 projects in five states, Welthungerhilfe (WHH) supported 610.000 people in 2020 alone. As Grants and Reporting Manager you will be responsible for the overall coordination of all proposal development and reporting within Welthungerhilfe South Sudan’s country program. You are in charge of the development of outstanding high-quality proposal and reporting products in compliance with donor guidelines as well as WHH’s internal processes.

Your responsibilities

  • Act as the lead writer for all concept notes, grants modification requests, and proposals, including designing logical frameworks, setting realistic and measurable targets, developing proposal narrative and budgets
  • Lead, plan and coordinate the proposal development and grant and reporting process with all relevant internal and external stakeholders
  • Ensure that proposals comply with donor guidelines and requirements, are written in a reader-friendly and compelling language, meeting deadlines for internal reviews and final submission
  • Collect, filter, synthesize and regular update information from external stakeholders (studies, publications, etc.) relevant to Welthungerhilfe’s work in South Sudan
  • Regularly update context analysis templates featuring Welthungerhilfe’s core areas for mainstreaming (gender, protection, conflict sensitivity)
  • Ensure well-structured, high-quality and timely reports that meet donor and WHH’s quality standards and requirements, and dully reflect mainstreaming issues such as protection, gender, do no harm and conflict sensitivity, etc.

Your profile

  • A university or polytechnic degree with a specialised qualification suitable to the position
  • At least 5-years’ progressive experience of working within a humanitarian and development sector in a similar position
  • Demonstrated experience in leading the coordination of successful multi-sectoral proposals, and interim and final reporting to key institutional humanitarian donors (ECHO/EC, USAID /BHA, UN, GFFO etc.) and key institutional development donors (EU, BMZ, FCDO, USAID, etc.)
  • Global experience of working in a multi-cultural setting required; familiarity with the South Sudan context is a strong advantage
  • Strong grasp of all stages of program cycle management and quality standards in humanitarian and development programming
  • Working knowledge of budget development and management
  • Exceptional report writing and editing, as well as time management skills
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s project countries

Under the supervision and technical support of the Chid Protection/Case Management Officer, the Child Protection Case Worker will give support in identifying, documenting and responding to child protection cases of vulnerable and at risk children to access basic services and receive other support as required. The case worker will monitor, conduct case by case follow ups and facilitate the alternative care and reunification process of unaccompanied and separated children. He/she will take lead in identification of cases for children with protection concerns using the national Case Management forms. This role will contribute towards Save the Children’s Child Protection strategic objective that ‘All girls and boys have increased access to child protection services and violence against children is reduced by 2021’ and towards Save the Children’s global breakthrough 2030 ‘Violence against children is no longer tolerated’. This is a challenging role in a complex environment. It requires a dedicated and highly motivated individual who can manage the difficulties of working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. Maintain highest standards of professional conduct and ensure actions do not put children at risks of further harm. Conduct initial assessments for CP cases and prioritize them according to risk level. Oversee and manage the daily operations of the Juba based logistics team, with the support of the Country Logistics Manager. Project Overview

Medair South Sudan is a multi-sector relief programme including: provision of Primary Health Care, Nutrition, Health and Hygiene Promotion, Water and Sanitation and NFI & Emergency Shelter distributions across fixed and emergency response locations throughout South Sudan. The goal is to assist in reducing morbidity and mortality in vulnerable communities in South Sudan.

Workplace & Conditions

Field based position in Juba, South Sudan with regular travel to field sites. Working and living conditions may be very basic and require great resilience.

Starting Date / Initial Contract Details

As soon as possible. Full time, 12 to 24 months.

Key Activity Areas

Logistics Management

  • Work in close cooperation with the Procurement, Warehousing and Transport teams, ensuring good management and support of their respective team Managers.
  • Ensure a comprehensive understanding of the entire supply chain in order to understand issues, and seek to maximise efficiency.
  • Provide technical oversight and ensure proper procurement practices and procedures are followed for all Juba based procurement. This is to be done in coordination with the Supply Chain Manager, with the goal to ensure transparent, accountable, efficient and cost-effective procurements for program activities.
  • Support the Juba warehouse team in their activities by ensuring that Medair warehousing practices and procedures are followed, in coordination with the Warehouse Manager. The outcome to improve the efficiency of the warehouse to respond to requests.
  • Work in close cooperation with the Transport team to ensure smooth operations. Including the arranging of charters and trucks for the transport of project supplies, the booking of staff on domestic flights, the management of the fleet, and the management of the drivers. All of this to be done through coordination with the Transport Manager.
  • Provide cover for the Supply Chain, Warehouse and Transport Managers when they are on leave, with support from the Logistics Manager. Ensure that recommendations raised from previous audits are implemented in operational logistical functions within the teams.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization, notably through the application of Medair’s mandate, ethics and values.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders as needed, and in the Logistics Managers absence, in order to plan, organize, and schedule distribution of goods and material as well as to ensure good coordination and adequate information sharing, address common concerns/problems and seek solutions.

Staff Management

  • Manage staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc.
  • Ensure that all Juba logistics staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching. Coordinate logistics training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs.

Quality Management

  • Ensure Medair Intranet and other operating procedures and all standardised formats are used and guidelines are followed. In conjunction with relevant managers and support from Logistics Manager; review, develop and implement (as applicable) logistics systems to improve transparency.
  • Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud.
  • Carry-out regular inspections and spot-checks, both on logistics systems and on-going work, to ensure the best use of Medair assets and resources.

Qualifications

  • Professional qualification in logistics or training in Supply Chain Management, Business Management or a related field.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • Minimum 2 years relevant logistics and management experience in emergency and/or development context.
  • Experience working in a cross-cultural setting, preferably in the logistics sector.
  • Demonstrable knowledge of rules, regulations and donor policies governing the compliance/regulatory management of procurement rules from US, EU, UN and other agencies.

Child Protection Case Worker (National Contract)

Logistics Improvement
