About the Context

Years of conflict and insecurity in South Sudan have resulted in one of the world’s worst and most protracted humanitarian contexts. NRC’s programme has grown in recent years to combine both emergency response and recovery programming, with a budget of $22 million and a team of 350 staff (including 20 International) operating from three large area offices and managed from the country office in Juba.

As well as delivering humanitarian response and seeking new routes to greater, more sustainable impact, NRC’s South Sudan programme has built a strong reputation for humanitarian analysis and advocacy and seeks to build both arms of this programme over the coming years.

About the Role

The purpose of the Head of Programme position is to assume overall responsibility for programme development and strategic vision in the country promoting learning and a cost conscious culture as well as ensure effective and constructive communication between related functions and Area offices.

The Head of Programme has the overall responsibility to develop and ensure good partnership relations and ensure programme relevant advocacy priorities are identified and taken forward. The positions also have line management responsibility as well responsibility to manage and ensure support and capacity building related to PCM, M&E framework, integrated programming and programme quality.

Role Responsibilities

  • Ensure strategic programme development in the country in line with the region and global programme initiatives.
  • Overseeing specific advances in NRC’s Innovation, Protection, Markets and Digital programming, through an increasingly localised and networked approach
  • Contribute to expanding the use of Cash Based Programmes and increase use of technology as a way of increasing efficiency of the programmes
  • Contribute to strengthening accountability to beneficiaries through improving M&E systems, the establishment of beneficiary feedback and complaints mechanisms and improved needs assessments for evidence based programming.
  • Facilitate initiatives for integrated programme analysis and response analysis, including the integration of relevant cross-cutting issues such as protection, safe programming and access
  • Oversee Project Cycle Management (PCM), including through field support missions
  • Liaise with Area managers to explore and create synergies, and ensure effective and constructive communication between the CO and AOs.

To be successful in this role you must have:

  • Minimum of 8 years of experience from a senior management position in a humanitarian/ recovery context
  • Experience of working in complex and volatile contexts. Knowledge of the context in South Sudan would be advantageous
  • High level of communication, interpersonal, representation and negotiation skills
  • Fluency in English, both written and verbal
  • Culturally sensitive, with the ability to work within different cultural contexts
  • Proven ability to live and work in hardship duty stations, sometimes under stressful environment
  • Experience in resource mobilisation and in particular working with EU donors, American donors and UN agencies

MAG has been working in South Sudan since 2004, to clear landmines/unexploded ordnance and deliver mine risk education to at-risk populations.

About the role:

Our Technical Field Managers are the core of our work and actively manage and lead our teams of national staff to safely implement our life saving mine clearance and EOD projects. They must be willing to lead from the front, responsible for the day-to-day management of our technical teams and being involved in all aspects of MAG’s lifesaving work, including administration, team cashbooks, procurement of equipment, representation of MAG to local communities and Government, operational planning and reporting. Roles are in remote areas, working in challenging contexts away from home comforts, but the life-saving impact the work has on local communities is very real, and rewarding. This is a fantastic opportunity to be involved in MAG’s life-saving work on a day-to-day basis.

About you:

You must be qualified to EOD 3 and experienced in demining / EOD / Mechanical operations, with previous experience working for a similar organisation, either in the humanitarian or commercial sector. Previous experience of working in South Sudan would be beneficial. You must be willing to take on the challenges of working in the developing world, setting a good example of working with South Sudanese government, military and staff as part of a flexible and committed team, to save lives in communities which need it most. About you

You will be an experienced communications professional with a strong track record of managing content-gathering both directly and remotely within the context of international development programmes, especially in the countries where Christian Aid operates.

You are educated to degree level or equivalent, ideally with qualifications in communications, marketing, journalism or development (or equivalent experience obtained at a senior level).

You have excellent organisational and influencing skills and experience of managing complex stakeholder relationships, including remotely and internationally, as well as managing content-gathering schedules and delivery.

You have proven experience in understanding what makes a good story and technical experience in creating a good story, and ideally have experience in gathering content in the field, including gathering well-documented photography and video content

You have experience in directing and guiding others remotely to gather content according to an agreed brief.

Technical Assistance to the Peace Processes in Sudan and South Sudan

The Programme

Coffey implements a multi-year project for the UK Foreign and Commonwealth Office (FCO) providing a diverse range of technical support to the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) in South Sudan.

The IGAD Monitoring & Verification Mechanism in South Sudan (MVM) was established under the Cessation of Hostilities Agreement (COHA) of 23rd January 2014, and jointly signed by the appointed representatives of the Government of the Republic of South Sudan (GRSS) and the Sudan People’s Liberation Movement/Army In Opposition (SPLM/A IO) (“the Parties”).

It became the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) at the end of 2015 following the signing in August 2015 of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS). Following the signing of the R-ARCSS in September 2018 the organisation was revised and became the Ceasefire and Transitional Security Arrangements Monitoring Verification Mechanism (CTSAMVM).

CTSAMVM is mandated to oversee the implementation of all ceasefire provisions of the R-ARCSS and the Agreement on the Cessation of Hostilities.

The Position

The main duties of the Communications Officer will be:

  • Advises the CTSAMVM Chair, Deputy Chair, Chief of Staff and CTSAMVM primary staff on internal communications, public affairs, and strategic communications.
  • Disseminate and publicise CTSAMVM reports upon approval by the CTSAMVM Chair
  • Lead the communications team in its efforts to increase the visibility of CTSAMVM activities through regular initiatives through media and social media, regularly revise and produce information products including messaging lines, factsheets, and speeches drafted for the CTSAMVM leadership
  • Manage and regularly update the CTSAMVM social media sites and CTSAMVM website
  • Maintain close links with local and international media
  • Maintain neutrality at all times to foster constructive relationships and gain credibility with all CTSAMVM partners
  • Work with Reports Officer on advising on, and assisting with, preparation and submission of reports
  • Prepare speeches for CTSAMVM leadership
  • The Communications Advisor shall abide by the CTSAMVM Code of Conduct and IGAD regulations applicable to the Mechanism
  • The Communications Officer shall be discreet, thorough and exercise good judgement while communicating with the media. To this effect s/he will work in coordination with the Legal Advisor.
  • The Communications Officer shall be responsible for the supervision of personnel working in the Communications Unit and ensure that all media information pertaining to CTSAMVM’s activities is handled with the highest standards of professionalism

About you:

You must be qualified to EOD 3 and experienced in demining / EOD / Mechanical operations, with previous experience working for a similar organisation, either in the humanitarian or commercial sector. Previous experience of working in South Sudan would be beneficial. You must be willing to take on the challenges of working in the developing world, setting a good example of working with South Sudanese government, military and staff as part of a flexible and committed team, to save lives in communities which need it most.

The Norwegian Refugee Council in South Sudan is looking for an Education Specialist to join the Programme team. This is a high profile position which will provide technical leadership to the Education programme across the country. The Specialist does not directly manage a team, but is responsible for developing and driving strategy, quality assurance and building the technical capacity of Education programme implementation staff.

Duties and responsibilities

*Develop/revise NRC’s Education strategy and provide technical guidance.
*Develop innovative education and youth programming relevant to the context and flexibility of adopting new strategies and ways of implementing the other education interventions.
*Contribute to fundraising, identify trends and donor priorities
*Ensure that key learnings are extracted from Education implementation, and incorporate them in *Education implementation and staff development processes
*Provide systematic training and build capacity of technical staff
*Represent NRC in relevant forums/clusters, including with national authorities and donors
*Lead the rollout of the “Teachers in Crisis Contexts” training initiative for Education in Emergencies, and Accelerated Learning Program and other relevant commitments
*Work with protection specialist and HQ education team to pilot the Better Learning Programme (BLP) and lead the rollout after a successful pilot.
*Ensure crosscutting issues such as gender, protection, inclusion of children and youth with disability and Protection from Sexual Exploitation & Abuse in schools are addressed in education programme.
*Lead the coordination and technical support to implementation of the Multi-Year Resilience Programme (MYRP) for South Sudan
*Cluster reporting across the Education Sector for South Sudan, including FTS, and 5Ws.
Promote the use of technology in education programme and continue to engage with the Arizona State University to pilot SolarSPELL digital library initiative to target schools, and explore the use of mobile money technology in education.

Qualifications

*Minimum first level university degree Education, or other related discipline
*Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
*Experience from working in complex and volatile contexts
*Strong proposal writing skills and experience
*Education sector expertise
*Fluency in English, both written and verbal
*Knowledge of the context in South Sudan is an advantage
*Specific experience in Education in Emergencies, Accelerated Learning and Youth Education
*Experience with living in basic conditions and with field travel
*Experience with emergency and recovery work and how to link the responses is an advantage

About the South Sudan programme:

South Sudan is one of the youngest, poorest and least developed countries world-wide. The 2013 outbreak of hostilities has led to thousands of people being killed or wounded, and hundreds of thousands of people being displaced by the violence. MAG has been working in South Sudan since 2004, to clear landmines/unexploded ordnance and deliver mine risk education to at-risk populations.

About the role:

As a senior technical manager, you will be responsible for ensuring quality, safety and efficiency in our operations. You will hold a recognisable EOD qualification and have extensive experience of planning, implementing and reporting on safe, efficient clearance operations in challenging environments. Working closely with and reporting to the Technical Operations Manager, you will be accountable for delivering a key UNOPS contract in the programme, ensuring contractual compliance, reporting and output targets are met. You will liaise with local communities, Government and demonstrate professional operational planning and reporting.

About you:

You must have excellent people management skills with extensive experience of leading and motivating a team. The post holder will also be required to have strong project management skills with the ability to coordinate, design, manage, improve and report clearly and accurately on technical operations. Previous experience of working in a senior technical position within a similar organisation is essential. This is a demanding yet highly rewarding position that will be suited to a highly motivated, solution-focused and flexible manager. You will need previous experience of managing all phases of technical operations. Previous experience of working in South Sudan or other high risk locations is desirable but not essential.
