The purpose of the Head of Programme position is to assume overall responsibility for programme development and strategic vision in the country promoting learning and a cost-conscious culture as well as ensure effective and constructive communication between related functions and Area office/s.

Generic Responsibilities

  1. Line management of the Country Programme Unit.

  5. Development of Core Competency strategies, aligned to regional and global priorities and strategies

  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities

  • Contribute to strengthening accountability to beneficiaries through improving M&E systems, the establishment of beneficiary feedback and complaints mechanisms and improved needs assessments for evidence-based programming.
  • Facilitate initiatives for integrated programme analysis and response analysis, including the integration of relevant cross-cutting issues such as protection, safe programming, and access
  • Oversee Project Cycle Management (PCM), including through field support missions
  • Liaise with Area managers to explore and create synergies and ensure effective and constructive communication between the CO and AOs.
  • Provide contextual programme analysis as input to the county strategy, annual and trimestral reports.
  • Manage performance and staff development of the Programme department.

Professional competencies:

  • Minimum 8 years’ experience from a senior management position in a humanitarian context
  • Experience of working in complex and volatile contexts

Education/Experience

Education

  • Advanced University Degree (Master Degree or equivalent) with a minimum of five years of relevant experience OR
  • A First Level University Degree (Bachelor Degree or equivalent) with a minimum of seven years of relevant experience OR
  • Military or police experience with a minimum of 11 years of relevant experience OR
  • Mine action experience with internationally recognized demining organization(s) with 11 years of relevant experience

Certifications:

  • Ammunition Inspector Certification (in line with Level 5, IATG 01.90) or equivalent is required (e.g. Ammunition Manager certification (in line with Level 4, IATG 01.90) may be considered instead, if able to demonstrate progressive positions/experience).
  • Explosive Ordnance Disposal (EOD) Level 3 plus (or equivalent) is required.
  • Any other relevant certifications in explosive hazard management are desired.

Experience

  • Relevant experience is defined as experience in military or humanitarian mine action technical operations.
  • At least two years of experience in quality management (related to explosive threat mitigation) is required.

About the role

This role has been created to provide an additional resource to support our anti-corruption strategies and to lead on a portfolio of investigations reporting to the Head of Counter Fraud in the Audit, Risk and Assurance function. The HoCF role includes managing and overseeing Christian Aid’s fraud and misuse of funds caseload, including directly leading investigations into more complex or sensitive matters. In addition, overseeing Christian Aid’s Financial Crime Manager in their work and the emerging risks and legal and regulatory requirements in relation to counter-terrorist financing, sanctions and money laundering.

Our Technical Field Managers are the core of our work and actively manage and lead our teams of national staff to safely implement our life saving mine clearance and EOD projects. They must be willing to lead from the front, responsible for the day-to-day management of our technical teams and being involved in all aspects of MAG’s lifesaving work, including administration, team cashbooks, procurement of equipment, representation of MAG to local communities and Government, operational planning and reporting. Roles are in remote areas, working in challenging contexts away from home comforts, but the life-saving impact the work has on local communities is very real, and rewarding.
